Homegrown Player Rule (England)
The Homegrown Player Rule is an initiative of the English Premier League to allow for more domestic players to be developed from an earlier age in the hope of nurturing more homegrown talent. It forms part of the League's Elite Player Performance Plan. The Premier League proposed a maximum of 17 non-"homegrown" players in each club squad, and the squad size is a maximum of 25. This means that in a full squad of 25 players, there must be at least eight homegrown players. Greg Dyke, the former chairman of the Football Association (FA), wanted to implement much stronger regulation of foreign players. His intention was to help England to win the 2022 World Cup in Qatar, as he stated in an op-ed piece. Premier League
The Premier League (legal name: The Football Association Premier League Limited) is the highest level of the men's English football league system. Contested by 20 clubs, it operates on a system of promotion and relegation with the English Football League (EFL). Seasons typically run from August to May with each team playing 38 matches (playing all 19 other teams both home and away). Most games are played on Saturday and Sunday afternoons, with occasional weekday evening fixtures. The competition was founded as the FA Premier League on 20 February 1992 following the decision of clubs in the Football League First Division to break away from the Football League, founded in 1888, and take advantage of a lucrative television rights sale to Sky UK, Sky. Elite Player Performance Plan
The Elite Player Performance Plan (EPPP) is a youth development scheme initiated by the Premier League. The intention of the EPPP is to improve the quality and quantity of home-grown players produced by top English clubs. Measures introduced by the EPPP to free up movement of younger players by establishing a hierarchy of association football academies in England and fixing the transfer fees between academies have proved controversial and some smaller clubs closed their academies in response to the changes. Greg Dyke
Gregory Dyke (born 20 May 1947) is a British media executive, football administrator, journalist, and broadcaster. Since the 1960s, Dyke has had a long career in the UK in print and then broadcast journalism. He is credited with introducing ' tabloid' television to British broadcasting, and reviving the ratings of TV-am. In the 1990s, he held chief executive positions at LWT Group, Pearson Television, and Channel 5. He was the director-general of the BBC from January 2000 to January 2004; he resigned following heavy criticism of the BBC's news reporting process in the Hutton Inquiry. Dyke was a director of Manchester United and chairman of Brentford football clubs, and from 2013 to 2016 was chairman of the Football Association. Francesc "Cesc" Fàbregas Soler (; ; born 4 May 1987) is a Spanish professional footballer who plays as a central midfielder for Italian Serie B club Como. Héctor Bellerín Moruno (born 19 March 1995) is a Spanish professional footballer who plays as a right-back or wing-back for Primeira Liga club Sporting CP and the Spain national team.
