Provision The central provision of the convention is found in Article 3, which states that people to whom the convention applies shall be entitled to an annual leave, annual paid holiday of a specified minimum length, and that although the ratifying state may select the length of the minimum holiday, it "shall in no case be less than three working weeks for one year of service". Paid time off, planned time off, or personal time off (PTO), is a policy in some employee handbooks that provides a bank of hours in which the employer pools sick days, vacation days, and personal days that allows employees to use as the need or desire arises.
