High-Value Interrogation Group
The High-Value Detainee Interrogation Group (HIG) is a U.S. three-agency intelligence-gathering entity that brings together intelligence professionals from the Federal Bureau of Investigation (FBI), the Central Intelligence Agency (CIA), and the United States Department of Defense (DoD). It is administratively housed within the FBI's National Security Branch. The HIG was created by President Barack Obama in August 2009 with its charter written in April 2010. It was established to question terrorism suspects soon after their arrests, to quickly obtain information about accomplices and terrorism threats. The group was to be responsible for interrogations overseas. Ahmed Salim Faraj Abu Khattala (born May 7, 1971) is an incarcerated Libyan, who commanded a small militia during the 2011 uprising against Qaddafi. He participated in the 2012 Benghazi attack on the American diplomatic mission at Benghazi, in which Ambassador J. Christopher Stevens and three other Americans were killed. In a December 2013 article about the attack, ''The New York Times'' described him as a central figure in the attack according to Libyan witnesses, although he had no known affiliations with terrorist groups. The Boston Marathon bombing was a domestic terrorist attack that took place during the annual Boston Marathon on April 15, 2013. Two terrorists, brothers Dzhokhar Tsarnaev and Tamerlan Tsarnaev, planted two homemade pressure cooker bombs, which detonated 14 seconds and apart at 2:49p.m., near the finish line of the race, killing three people and injuring hundreds of others, including 17 who lost limbs. 2010 Times Square Car Bombing Attempt
On May 1, 2010, a terrorist attack was attempted in Times Square in Manhattan, New York. Two street vendors alerted NYPD after they spotted smoke coming from a vehicle, and a car bomb was discovered. The bomb had been ignited, but failed to explode, and was disarmed before it caused any casualties. Two days later, federal agents arrested Faisal Shahzad, a 30-year-old Pakistan-born resident of Bridgeport, Connecticut, who had become a U.S. citizen in April 2009.
