Helena Kagan
:''(not to be confused with Elena Kagan, a 1960 b. American jurist)'' Helena Kagan ( he, הלנה כגן; September 25, 1889, Tashkent, Uzbekistan – August 22, 1978, Jerusalem) was a physician, an Israeli pioneer in pediatrics, active in Jerusalem. She was responsible for the expansion of health care in Israel. Working under the auspices of the Hadassah Medical Center, Hadassah organization, she gave treatment to generations of local children regardless of their parents' religious affiliation. Biography Helena Kagan was born in Tashkent, Uzbekistan, to Moshe and Miriam Kagan, a Jewish couple from Riga. They also had one son named Noach. When her father, an engineer, refused to convert to Christianity he lost his job. However, her parents managed to pay the school tuition for Helena and her older brother, and they graduated in 1905. Elena Kagan
Elena Kagan ( ; born April 28, 1960) is an American lawyer who serves as an associate justice of the Supreme Court of the United States. She was nominated by President Barack Obama on May 10, 2010, and has served since August 7, 2010. Kagan is the fourth woman to become a member of the Court. Kagan was born and raised in New York City. After graduating from Princeton University, Worcester College, Oxford, and Harvard Law School, she clerked for a federal Court of Appeals judge and for Supreme Court Justice Thurgood Marshall. She began her career as a professor at the University of Chicago Law School, leaving to serve as Associate White House Counsel, and later as a policy adviser under President Bill Clinton. Healthcare in Israel is universal and participation in a medical insurance plan is compulsory. All Israeli residents are entitled to basic health care as a fundamental right. The Israeli healthcare system is based on the National Health Insurance Law of 1995, which mandates all citizens resident in the country to join one of four official health insurance organizations, known as Kupat Holim (קופת חולים - "''Sick Funds''") which are run as not-for-profit organizations and are prohibited by law from denying any Israeli resident membership. The Ministry of Health ( he, מִשְׂרַד הַבְּרִיאוּת, translit. ''Misrad HaBri'ut'') is a ministry in the Israeli government, responsible for formulating health policies. The ministry plans, supervises, licenses, and coordinates the country's health care services. In addition to overseeing health services provided by Kupat Holim and family health centers such as Tipat Halav, the ministry maintains general hospitals, psychiatric hospitals, mental health clinics, treatment programs for substance abuse, and facilities for the chronically ill.
