The Food and Health Bureau (FHB) was a policy bureau of the Government of Hong Kong from 2007 to 2022 that managed food hygiene, environmental hygiene and health policies in Hong Kong. It was led by the Secretary for Food and Health (SFH) during its existence. Established in 2007 as one of the superseding agencies of the former Health, Welfare and Food Bureau, the FHB became defunct as of 1 July 2022, its responsibilities being split among the Environment and Ecology Bureau and the Health Bureau. Health Bureau () is a part of the fifteen policy bureaux for the Hong Kong Special Administrative Region. They are responsible for the health portfolios. The agency was established on 1 July 2022. The current (since 1 July 2022) Secretary for Health is Professor Lo Chung-mau. Hong Kong is one of the healthiest places in the world. Because of its early health education, professional health services, and well-developed health care and medication system, Hongkongers enjoy a life expectancy of 86 for females and 80 for men, which is the third highest in the world, and an infant mortality rate of 2.73 deaths per 1,000 births, the ninth-lowest in the world. The proportion of the population over 65 years old is expected to grow from 14% in 2013 to 18% in 2018, and the number of people with a long-term condition is expected to increase by 33% over the same period. The Hospital Authority is a statutory body managing all the government hospitals and institutes in Hong Kong. It is under the governance of its board and is under the monitor of the Secretary for Food and Health of the Hong Kong Government. Its chairman is Henry Fan. History Before the establishment of the authority, all health and medical issues were under the management of the Medical and Health Department. In 1990, a new health administration system was introduced as part of the 1989 reforms. The establishment of the Authority served to rebuild state capacity amid the emergence of party politics in Hong Kong. John Lee Ka-chiu ( zh, t=李家超; born 7 December 1957) is a Hong Kong politician and former police officer who is the 5th and current Chief Executive of Hong Kong. Originally a police officer, Lee served as the Deputy Commissioner of the Hong Kong Police Force from 2010 to 2012. He was appointed Under Secretary of Security by Leung Chun-ying in 2012. Principal Officials Accountability System, commonly referred to as the Ministerial system (), sometimes the Accountability System, was introduced in Hong Kong by chief executive Tung Chee Hwa in July 2002. It is a system whereby all principal officials, including the Chief Secretary, Financial Secretary, Secretary for Justice and head of government bureaux would no longer be politically neutral career civil servants. Instead, they would all be political appointees chosen by the chief executive. Under the new system, all heads of bureaux would become ministers, members of the Executive Council, a refashioned cabinet.
