Hayden Act
The Hayden Act, introduced by California Senator Tom Hayden as Senate Bill 1785 on February 18, 1998, amended California Law as it applies to companion animals. Under the then-existing law, dogs or cats impounded by public pounds or shelters could be killed after 72 hours of being impounded. The Hayden Act, effective July 1, 1999, expanded this minimum impound time to 4 or 6 business days, as specified, and required that the animal be released to a nonprofit animal rescue or adoption organization in certain circumstances, subject to specified exceptions. Authorship and ratification Along with Hayden, law professor in animal law and nonprofit law Taimie Bryant of UCLA School of Law is also credited with writing the majority of the laws. Tom Hayden
Thomas Emmet Hayden (December 11, 1939October 23, 2016) was an American social and political activist, author, and politician. Hayden was best known for his role as an anti-war, civil rights, and intellectual activist in the 1960s, authoring the ''Port Huron Statement'' and standing trial in the Chicago Seven case. In later years, he ran for political office numerous times, winning seats in both the California Assembly and California Senate. At the end of his life he was the director of the Peace and Justice Resource Center in Los Angeles County. He was married to Jane Fonda for 17 years, and is the father of actor Troy Garity. Pete Wilson
Peter Barton Wilson (born August 23, 1933) is an American attorney and politician who served as the 36th governor of California from 1991 to 1999. A member of the Republican Party, he also served as a United States senator from California between 1983 and 1991, and as the 29th mayor of San Diego from 1971 to 1983. Born in Lake Forest, Illinois, Wilson graduated from the UC Berkeley School of Law after serving in the United States Marine Corps. He established a legal practice in San Diego and campaigned for Republicans such as Richard Nixon and Barry Goldwater. Wilson won election to the California State Assembly in 1966 and became the Mayor of San Diego in 1971. He held that office until 1983, when he became a member of the United States Senate. The California State Senate is the upper house of the California State Legislature, the lower house being the California State Assembly. Animal law is a combination of statutory and case law in which the nature legal, social or biological of nonhuman animals is an important factor.
