Hapoel ( he, הפועל, lit. ''the worker'') is an Israeli Jewish sports association established in 1926 by the Histadrut Labor Federation. History During the Mandate for Palestine, British Mandate of Palestine period Hapoel had a bitter rivalry with Maccabi World Union, Maccabi and organized its own competitions, with the exception of Israel Football Association, football, the only sport in which all the organizations played each other. At the time, Hapoel took no part in the ''Eretz Israel Olympic Committee'', which was controlled by Maccabi, and instead sought for international ties with similar workers sports organizations of socialist parties. Therefore, Hapoel became a member of Socialist Workers' Sport International, SASI in 1927 and later was a member of CSIT. After the State of Israel was established, the rival sport organizations reached a 1951 agreement that allowed joint sports associations and competitions open for all Israeli residents. 1998–99 Liga Bet
The 1998–99 Liga Bet season saw Hapoel Hurfeish (champions of the North A division), Maccabi Hadera (champions of the North B division), Hapoel Kiryat Ono (champions of the South A division) and A.S. Ramat Eliyahu (champions of the South B division) win the title. The four clubs were placed in Liga Alef, which became the fourth tier upon the creation of the Israeli Premier League. At the bottom, Hapoel Karmiel, Beitar Tiberias, Hapoel Bu'eine (from North A division), Hapoel Ilut, Maccabi Umm al-Fahm (from North B division), Maccabi Qalansawe, Hapoel Tel Mond, Maccabi Holon (from South A division) and Beitar Beit Shemesh (from South B division) were all placed in Liga Gimel, which became the sixth tier. Israel Football League System
The Israeli football league system is a series of interconnected leagues for club football in Israel. The system has a hierarchical format with promotion and relegation between leagues at different levels, and allows even the smallest club to dream of rising to the very top of the system. There are five levels, containing a total of 16 divisions. It is run by the Israel Football Association (IFA). Structure The top division of Israeli football is the Premier League. The 2014–15 Liga Alef season saw Hapoel Katamon Jerusalem (champions of the North Division) and Hapoel Ashkelon (champions of the South Division) win the title and promotion to Liga Leumit. The clubs which were ranked between 2nd to 5th places in each division competed in a promotion play-offs, in which the winners, Ironi Nesher, advanced to the final round, where they lost 1-5 on aggregate to the 14th placed club in Liga Leumit, Hapoel Nazareth Illit. Thus, Ironi Nesher remained in Liga Alef. At the bottom, the bottom two clubs in each division, Beitar Nahariya, Maccabi Umm al-Fahm (from North division), Maccabi Be'er Sheva and Maccabi Kiryat Malakhi (from South division) were all automatically relegated to Liga Bet, whilst the two clubs which were ranked in 14th place in each division, Hapoel Asi Gilboa and Maccabi Kabilio Jaffa entered a promotion/relegation play-offs. The Betar Movement ( he, תנועת בית"ר), also spelled Beitar (), is a Revisionist Zionist youth movement founded in 1923 in Riga, Latvia, by Vladimir (Ze'ev) Jabotinsky. Chapters sprang up across Europe, even during World War II. After the war and during the settlement of what became Israel, Betar was traditionally linked to the original Herut and then Likud political parties of Jewish pioneers. It was closely affiliated with the pre-Israel Revisionist Zionist paramilitary group Irgun Zevai Leumi. It was one of many right-wing movements and youth groups arising at that time that adopted special salutes and uniforms. The 2014–15 Liga Bet season saw Hapoel Kafr Kanna (champions of the North A division), Hapoel Baqa al-Gharbiyye (champions of the North B division), Hapoel Bik'at HaYarden (champions of the South A division) and Bnei Eilat (champions of the South B division) win the title and promotion to Liga Alef. The 2008–09 Liga Gimel season saw 83 clubs competing in 6 regional divisions for promotion to Liga Bet. This was the last season that Liga Gimel was the sixth tier in the Israeli football league system, a position it held since 1998–99. At the end of the season, due to the league system restructuring, two clubs from each division were promoted to Liga Bet. Upper Galilee Division Hapoel Jatt Yanuh HaGlilit, Hapoel Hatzor and Maccabi Kafr Yasif all registered to play in the division, but withdrew before playing a single match.
