Hans-Georg Neumann
Hans-Georg Neumann (born 14 September 1936) is a German murderer who was sentenced to life in prison in 1963 for murdering a pair of lovers on 13 January 1962. He is currently the longest-serving prisoner in Germany. Early life and murder Neumann was born the son of a prostitution, prostitute and grew up in an urban orphanage in Kreuzberg as well as in a foster family. On 29 December 1951 he was admitted to the Jugendhof Schlachtensee by a juvenile judge for various thefts. In the discharge report, the boy was described a year later as "calm and kind, open-minded and in need of love". In 1953, his foster mother died. He found a connection in the family of a master craftsman, where he made an apprenticeship to precision mechanic. In 1956 he embarked for Canada but was deported to Germany in 1961 after being convicted of armed robbery. An ''Oberlandesgericht'' (plural – ''Oberlandesgerichte''; OLG, en, Higher Regional Court, or in Berlin ''Kammergericht'': KG) is a higher court in Germany. Constitutional Complaint
The constitutional complaint (german: Verfassungsbeschwerde) is a remedy found in Germany for protection of constitutional rights. It derives from Article 93 Sec. 1 Nr. 4a of the Basic Law. It resembles in certain respects the '' amparo'' remedy available in some Spanish-speaking nations. The constitutional complaint is an extraordinary remedy for the protection of constitutional rights. These are the basic rights (Art. 1 - 19 GG) and certain related rights (Art. 20 Sec. 4, Art. 33, Art. 38, Art. 101, Art. 103, Art. 104 GG). The constitutional complaint originally was only part of a federal law (§§ 90 ff. BVerfGG) and not part of the constitution itself.
