The Hanoi Capital Command ( vi, Bộ tư lệnh Thủ đô Hà Nội) of the People's Army of Vietnam, is directly under the responsibility of the Ministry of Defence (Vietnam), Ministry of Defense of Vietnam, tasked to organise, build, manage and command armed forces defending Hanoi, the capital of Vietnam. History The predecessor of Hanoi Command was established in October 1945. By November 1946, the state was reorganised into 12 War Zones （ vi, Chiến khu）. Hanoi was organised into the 11th War Zone, also known as the Front of Hanoi. When the French Indochina War broke out on 19 December 1946, Front of Hanoi was annexed into 2nd War Zone. Hanoi or Ha Noi ( or ; vi, Hà Nội ) is the capital and second-largest city of Vietnam. It covers an area of . It consists of 12 urban districts, one district-leveled town and 17 rural districts. Trần Độ (1923–2002) was a Vietnamese politician and Lieutenant General of the People's Army of Vietnam. He was expelled from the Communist Party of Vietnam due to his opposing and critical opinions of the party and the state of Vietnam, particularly during post-Vietnam War. Biography His real name was Tạ Ngọc Phách. He grew up in Thái Bình Province. His father worked for bureau of interpretation in Hanoi, a quite high social status. Trần Quốc Hoàn (23 January 1916 – 5 September 1986) was the first Minister of Public Security of North Vietnam and the longest serving. He served in that role from 1952 through unification to 1981. He laid the foundation for structure of Vietnam's security services. He was a member of the Polit Buro from 1972 until 1980.
