Hafiz Liaqat Manzoor is a citizen of Pakistan who was held in extrajudicial detention in the United States's Guantanamo Bay detention camps, in Cuba. His Guantanamo Internment Serial Number was 139. He was repatriated on November 11, 2003. Guantanamo Bay Detention Camp
The Guantanamo Bay detention camp ( es, Centro de detención de la bahía de Guantánamo) is a United States military prison located within Guantanamo Bay Naval Base, also referred to as Guantánamo, GTMO, and Gitmo (), on the coast of Guantánamo Bay in Cuba. Of the roughly 780 people detained there since January 2002 when the military prison first opened after the September 11 attacks, 735 have been transferred elsewhere, 35 remain there, and 9 have died while in custody. The camp was established by U.S. President George W. Bush's administration in 2002 during the War on Terror following the September 11, 2001 attacks. Indefinite detention without trial led the operations of this camp to be considered a major breach of human rights by Amnesty International, and a violation of the Due Process Clause of the Fifth and Fourteenth amendments of the United States Constitution by the Center for Constitutional Rights. General Dostum
Abdul Rashid Dostum ( ; prs, عبدالرشید دوستم; Uzbek Latin: , Uzbek Cyrillic: , ; born 25 March 1954) is an Afghan exiled politician, former Marshal in the Afghan National Army, founder and leader of the political party Junbish-e Milli. Dostum was a major army commander in the communist government during the Soviet–Afghan War, and in 2001 was the key indigenous ally to US Special Forces and the CIA during the campaign to topple the Taliban government. He is one of the most powerful and notorious warlords since the beginning of the Afghan wars, known for siding with winners during different wars. Kandahar Detention Facility
Kandahar Central Jail, also known as Sarpuza Prison or Sarposa Prison, is a minimum security prison in Kandahar, Afghanistan. It has been historically used for the incarceration of common criminals of Kandahar Province. In the last two decades, the facility has also been used to hold up Taliban and other insurgents. The name "Sarpuza" is a historical neighborhood in the city of Kandahar. As of 2017, the prison has approximately 1,900 inmates, and its warden is Col. Abdul Wali Hesarak. The prison has been subject to two major escapes, first in a coordinated attack in May 2008, and more recently in a tunneling escape that occurred in April 2011. Administrative detention is arrest and detention of individuals by the state without trial. A number of jurisdictions claim that it is done for security reasons. Many countries claim to use administrative detention as a means to combat terrorism or rebellion, to control illegal immigration, or to otherwise protect the ruling regime. In a number of jurisdictions, unlike criminal incarceration (imprisonment) imposed upon conviction following a trial, administrative detention is a forward-looking mechanism.
