Honest Leadership And Open Government Act
The Honest Leadership and Open Government Act of 2007 () is a law of the United States federal government that amended parts of the Lobbying Disclosure Act of 1995. It strengthens public disclosure requirements concerning lobbying activity and funding, places more restrictions on gifts for members of Congress and their staff, and provides for mandatory disclosure of earmarks in expenditure bills. OpenSecrets is a nonprofit organization based in Washington, D.C., that tracks data on campaign finance and lobbying. It was created from a merger of the Center for Responsive Politics (CRP) and the National Institute on Money in Politics (NIMP). History The ''Center for Responsive Politics'' was founded in 1983 by retired U.S. Senators Frank Church of Idaho, of the Democratic Party, and Hugh Scott of Pennsylvania, of the Republican Party. The Sunlight Foundation was an American 501(c)(3) nonpartisan, nonprofit organization that advocated for open government. The organization was founded in April 2006 with the goal of increasing transparency and accountability in the United States Congress, the executive branch, and in state and local governments. The K Street Project is an effort by the Republican Party (GOP) to pressure Washington lobbying firms to hire Republicans in top positions, and to reward loyal GOP lobbyists with access to influential officials, an arrangement known as crony capitalism. It was launched in 1995 by Republican strategist Grover Norquist and then-House majority whip Tom DeLay. It has been criticized as being part of a "coziness" between the GOP and large corporations which has allegedly allowed business to rewrite government regulations affecting their own industries in some cases, such as with Dick Cheney's energy task force.
