Herbert Arthur Robert Hervey, 5th Marquess of Bristol (10 October 1870 – 5 April 1960), styled Lord Herbert Hervey from 1907 to 1951, was a British peer and politician. Early life The 5th Marquess was born on 10 October 1870 at the family home of Ickworth House near Bury St Edmunds, Suffolk. He was the fifth son of Lord Augustus Hervey (1837–1875), MP for West Suffolk, and Mariana, née Hodnett (died 30 January 1920). Lord Augustus was the younger brother of Frederick Hervey, 3rd Marquess of Bristol, and the younger son of Frederick Hervey, 2nd Marquess of Bristol. An envoy extraordinary and minister plenipotentiary, usually known as a minister, was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Under the system of diplomatic ranks established by the Congress of Vienna (1815), an envoy was a diplomat of the second class who had plenipotentiary powers, i.e., full authority to represent the government. However, envoys did not serve as the personal representative of their country's head of state. Until the first decades of the 20th century, most diplomatic missions were legations headed by diplomats of the envoy rank. Ambassadors were only exchanged between great powers, close allies, and related monarchies. Sir Arthur Cuninghame Grant Duff, (23 May 1861 – 11 April 1948) was a British diplomat who was Minister to several countries. Career Arthur Cuninghame Grant Duff was the eldest son of M.E. Grant Duff (later Sir Mountstuart Grant Duff). He was educated at Clifton College and Balliol College, Oxford. He entered HM Diplomatic Service in 1865 and was posted as attaché to the embassy in Madrid. After serving in Vienna, Stockholm and Peking he was recalled to London in 1897 and spent three years working at the Foreign Office. He then began a succession of short appointments in Caracas, as Second Secretary at Berne, Secretary of Legation in Mexico from September 1902, Caracas again, Mexico again, Stockholm again, and Brussels. Sir William Seeds KCMG (27 June 1882 – 2 November 1973) was a British diplomat who served as ambassador to both the Soviet Union and Brazil. Background and education Seeds was born in Dublin, Ireland, on 27 June 1882, to an Ulster Protestant family. He was the only son of Robert Seeds (1835-1892), of Rutland Square, Dublin, QC, the Queen's Advocate General, and Ada Charlotte, daughter of John Le Mottée, of Le Vanquiédou, a Jurat of Guernsey.
