Head Of State Of The Soviet Union
The Constitution of the Soviet Union recognised the Presidium of the Supreme Soviet and the earlier Central Executive Committee (CEC) of the Congress of Soviets as the highest organs of state authority in the Union of Soviet Socialist Republics (USSR) between legislative sessions. Under the 1924, 1936 and 1977 Soviet Constitutions these bodies served as the collective head of state of the Soviet Union. The Chairman of these bodies personally performed the largely ceremonial functions assigned to a single head of state but was provided little real power by the constitution. The Soviet Union was established in 1922. However, the country's first constitution was only adopted in 1924. Before that time, the 1918 Constitution of the Russian Soviet Federative Socialist Republic functioned as the constitution of the USSR. According to the 1918 Constitution, the All-Russian Central Executive Committee (CEC), whose chairman was head of state, had the power to determine what matters of ...

Executive Power
The Executive, also referred as the Executive branch or Executive power, is the term commonly used to describe that part of government which enforces the law, and has overall responsibility for the governance of a state. In political systems based on the separation of powers, such as the USA, government authority is distributed between several branches in order to prevent power being concentrated in the hands of a single person or group. To achieve this, each branch is subject to checks by the other two; in general, the role of the Legislature is to pass laws, which are then enforced by the Executive, and interpreted by the Judiciary. The Executive can be also be the source of certain types of law, such as a decree or executive order. In those that use fusion of powers, typically Parliamentary systems, the Executive forms the government and its members generally belong to the political party that controls the legislature or "Parliament". Since the Executive requires the support ...

Premier Of The Soviet Union
The Premier of the Soviet Union (russian: Глава Правительства СССР) was the head of government of the Union of Soviet Socialist Republics (USSR). The office had four different names throughout its existence: Chairman of the Council of People's Commissars (1923–1946), Chairman of the Council of Ministers (1946–1991), Prime Minister (January – August 1991) and Chairman of the Committee on the Operational Management of the Soviet Economy (August–December 1991). Long before 1991, most non-Soviet sources referred to the post as "Premier" or "Prime Minister." Twelve individuals held the post. Of these, two died in office of natural causes (Vladimir Lenin and Joseph Stalin), three resigned – Alexei Kosygin, Nikolai Tikhonov and Ivan Silayev – and three were concurrently party leader and head of government (Lenin, Stalin and Nikita Khrushchev). By this account, Ivan Silayev spent the shortest time in office at 119 days. At more than 16 years, Kosygin spe ...

Dissolution Of The Soviet Union
The dissolution of the Soviet Union, also negatively connoted as rus, Разва́л Сове́тского Сою́за, r=Razvál Sovétskogo Soyúza, ''Ruining of the Soviet Union''. was the process of internal disintegration within the Soviet Union (USSR) which resulted in the end of the country's and its federal government's existence as a sovereign state, thereby resulting in its constituent republics gaining full sovereignty on 26 December 1991. It brought an end to General Secretary Mikhail Gorbachev's (later also President) effort to reform the Soviet political and economic system in an attempt to stop a period of political stalemate and economic backslide. The Soviet Union had experienced internal stagnation and ethnic separatism. Although highly centralized until its final years, the country was made up of fifteen top-level republics that served as homelands for different ethnicities. By late 1991, amid a catastrophic political crisis, with several republics alre ...

Soviet People
Soviet people ( rus, сове́тский наро́д, r=sovyétsky naród), or citizens of the USSR ( rus, гра́ждане СССР, grázhdanye SSSR), was an umbrella demonym for the population of the Soviet Union. Nationality policy in the Soviet Union During the history of the Soviet Union, different doctrines and practices on ethnic distinctions within the Soviet population were applied at different times. Minority national cultures were never completely abolished. Instead the Soviet definition of national cultures required them to be "socialist by content and national by form", an approach that was used to promote the official aims and values of the state. The goal was always to cement the nationalities together in a common state structure. In the 1920s and the early 1930s, the policy of national delimitation was used to demarcate separate areas of national culture and the policy of korenizatsiya (indigenisation) was used to promote federalism and strengthen non-Russia ...
