In agricultural and environmental policy, green payments refer to payments made to producers as compensation for environmental benefits that accrue as a result of or in conjunction with their farming activities. The environmental benefits can include protecting wetland as improving filtration or maintaining soil quality to provide a carbon sink. Carbon Sink
A carbon sink is anything, natural or otherwise, that accumulates and stores some carbon-containing chemical compound for an indefinite period and thereby removes carbon dioxide () from the atmosphere. Globally, the two most important carbon sinks are vegetation and the ocean. Public awareness of the significance of sinks has grown since passage of the 1997 Kyoto Protocol, which promotes their use as a form of carbon offset. There are also different strategies used to enhance this process. Soil is an important carbon storage medium. Conservation Security Program
The Conservation Security Program (CSP) was a voluntary conservation program in the United States that supported stewardship of private agricultural lands by providing payments and technical assistance for maintaining and enhancing natural resources. The program promoted the conservation and improvement of soil, water, air, energy, plant and animal life, and other conservation purposes. Congress established the CSP under the Farm Security and Rural Investment Act of 2002 (FSRIA), which amended the Food Security Act of 1985. The program was administered by the Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture (USDA). In 2008 Congress enacted the 2008 Farm Bill and replaced the Conservation Security Program with the similarly named, but differently structured Conservation ''Stewardship'' Program. 2002 Farm Bill
The Farm Security and Rural Investment Act of 2002, also known as the 2002 Farm Bill, includes ten titles, addressing a great variety of issues related to agriculture, ecology, energy, trade, and nutrition. This act has been superseded by the 2007 U.S. Farm Bill. The act directs approximately 16.5 billion dollars of funding toward agricultural subsidies each year. These subsidies have a dramatic effect on the production of grains, oilseeds, and upland cotton. The specialized nature of the farm bill, as well as the size and timing of the bill, made its passage highly contentious. Debated in the U.S. House of Representatives during the immediate aftermath of the September 11th attacks in 2001, the bill drew criticism from the White House and was nearly amended.
