The Government of the Soviet Union ( rus, Прави́тельство СССР, p=prɐˈvʲitʲɪlʲstvə ɛs ɛs ɛs ˈɛr, r=Pravítelstvo SSSR, lang=no), formally the All-Union Government of the Union of Soviet Socialist Republics, commonly abbreviated to Soviet Government, was the executive and administrative organ of state in the former Soviet Union. It had four different names throughout its existence; Council of People's Commissars (1923–1946), Council of Ministers (1946–1991), Cabinet of Ministers (January – August 1991) and Committee on the Operational Management of the National Economy (August–December 1991). 1991 Soviet Coup D'état Attempt
The 1991 Soviet coup d'état attempt, also known as the August Coup,, "August Putsch". was a failed attempt by hardliners of the Soviet Union's Communist Party to forcibly seize control of the country from Mikhail Gorbachev, who was Soviet President and General Secretary of the Communist Party at the time. The coup leaders consisted of top military and civilian officials, including Vice President Gennady Yanayev, who together formed the State Committee on the State of Emergency (GKChP). The 19th All-Union Conference of the Communist Party of the Soviet Union was a party conference held by the Communist Party of the Soviet Union from 28 June to 1 July 1988. The conference was attended by 4,991 delegates. The conference The General Secretary, Mikhail Gorbachev, declared in his opening speech that political reform was the key issue. Gorbachev wanted to achieve the " democratization of the life of the state and society", and wanted the Soviet Union to "move along the path of the creation of a socialist state under the rule of law".
