Spaceport America, formerly the Southwest Regional Spaceport, is an FAA-licensed spaceport located on of State Trust Land in the Jornada del Muerto desert basin north of Las Cruces, New Mexico, and southeast of Truth or Consequences. With Virgin Galactic's launch of the VSS ''Unity'', with three people aboard, on May 22, 2021, New Mexico became the third US state to launch humans into space after California and Florida. Spaceport America is "the world's first purpose-built commercial spaceport", designed and constructed specifically for commercial users, that had not previously been an airport or federal infrastructure of any kind. The site is built to accommodate both vertical and horizontal launch aerospace vehicles, as well as an array of non-aerospace events and commercial activities. An earmark is a provision inserted into a discretionary spending appropriations bill that directs funds to a specific recipient while circumventing the merit-based or competitive funds allocation process. Earmarks feature in United States Congress spending policy, and they are present in public finance of many other countries as a form of political particularism. VentureStar was a single-stage-to-orbit reusable launch system proposed by Lockheed Martin and funded by the U.S. government. The goal was to replace the Space Shuttle by developing a re-usable spaceplane that could launch satellites into orbit at a fraction of the cost. While the requirement was for an uncrewed launcher, it was expected to carry passengers as cargo.
