Gloria Helenly Mills (born 1957 or 1958) is a British trade union official. Education Mills has a Master of Business Administration degree from the Open University, in addition to an honorary degree from Staffordshire University. Career Mills worked in legal publishing, where she joined the National Society of Operative Printers and Assistants. She was elected as Mother of the Chapel, representing other trade unionists at her workplace, before taking a full-time post with the Society of Graphical and Allied Trades. The President of the Trades Union Congress is a prominent but largely honorary position in British trade unionism. History Initially, the post of president was elected at the annual Trades Union Congress (TUC) itself, and would serve just for the duration of the congress. Early standing orders stated that preference had to be given to a candidate from the city where the congress was being held; they were not necessarily well-known figures. In 1900, the standing orders were changed to state that the presidency would be filled by the person who had chaired the Parliamentary Committee over the previous year. Alison Shepherd (born 1950 or 1951) is a British former trade unionist. Born in Shrewsbury, Shepherd worked at Middlesex University as an administrator. She joined the National and Local Government Officers Association (NALGO), and in 1983, she became the union's national negotiator for higher education. In 1989, she was elected as chair of the union's higher education executive committee. When NALGO merged into Unison, in 1993, she retained the same post. In 1998, Shepherd was elected as president of Unison. She later chaired the union's international committee.
