Gilbert Eliott (Australian Politician)
Gilbert Eliott (1796 – 30 June 1871), was a politician in colonial Queensland and a Speaker of the Queensland Legislative Assembly. Early life Eliot was third son of Sir William Eliott, the 6th Bart. of that name, of Stobs, Roxburghshire. He was born in 1796, and married, in 1830, Isabella Lucy, daughter of the Rev. Robert Eliott, vicar of Askham (who died in 1871). Politics Eliott emigrated to Australia, and was appointed a police magistrate at Parramatta in June 1842. He became chief of the three commissioners of the city of Sydney in January 1842. in July 1859 was elected to the New South Wales Legislative Assembly as the member for Burnett but had only served 5 months when the Colony of Queensland was created and his seat became redundant. He was then elected to the first Queensland Legislative Assembly in April 1860, as member for Wide Bay. The Speaker of the Legislative Assembly of Queensland is elected by the members of the Queensland Legislative Assembly to preside over sittings of the Assembly and to maintain orderly proceedings. The Speaker must be a member of the Legislative Assembly. The position is currently held by Curtis Pitt, a former Treasurer of Queensland who was elected to the post on 13 February 2018. Election The Legislative Assembly must choose a new Speaker when it meets following a general election. The member with the longest period of continuous service presides during the election, which is conducted by secret ballot. The Government party nominates one of its own to serve as Speaker, and that nominee is likely to win since the party typically has a majority of the seats. If the office of Speaker falls vacant, for whatever reason, the Assembly must immediately elect a replacement. The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The City of Toowoomba was a local government area in the Darling Downs region of Queensland, Australia, encompassing the centre and inner suburbs of the regional city of Toowoomba. The Colony of Queensland was a colony of the British Empire from 1859 to 1901, when it became a State in the federal Commonwealth of Australia on 1 January 1901.
