Gheorghe I. Lahovary
Gheorghe I. Lahovary (–) was a Wallachian-born Romanian engineer and writer. Born in Râmnicu Vâlcea, he studied in Bucharest. In 1855 he was sent by his parents to study in Germany. After attending the University of Berlin and Heidelberg University, he enrolled in the Polytechnic School of Karlsruhe, graduating with a degree in engineering. After returning home, he worked as a civil engineer. In 1871, when a Conservative government headed by Lascăr Catargiu took office, Lahovary was named general director of the Post and Telegraph Service. He played an important role in setting up this institution, introducing postcards, signing the first international postal and telegraph conventions of the modern Romanian state and representing his country at the first Postal Union Congress in 1874. Wallachia
Wallachia or Walachia (; ro, Țara Românească, lit=The Romanian Land' or 'The Romanian Country, ; archaic: ', Romanian Cyrillic alphabet: ) is a historical and geographical region of Romania. It is situated north of the Lower Danube and south of the Southern Carpathians. Wallachia is traditionally divided into two sections, Muntenia (Greater Wallachia) and Oltenia (Lesser Wallachia). Dobruja could sometimes be considered a third section due to its proximity and Dobruja#Wallachian rule, brief rule over it. Wallachia as a whole is sometimes referred to as Muntenia through identification with the larger of the two traditional sections. The Romanian Court of Accounts ( ro, Curtea de Conturi a României) is the Romanian state authority charged with conducting financial audit over the way the state and public resources are managed and used. History The court was established by a law of 1864, signed by Alexandru Ioan Cuza. In December 1948, under the nascent communist regime, it was disbanded. The Romanian Academy ( ro, Academia Română ) is a cultural forum founded in Bucharest, Romania, in 1866. It covers the scientific, artistic and literary domains. The academy has 181 active members who are elected for life. The Parliament of Romania ( ro, Parlamentul României) is the national bicameral legislature of Romania, consisting of the Chamber of Deputies ( ro, Camera Deputaților) and the Senate ( ro, Senat). It meets at the Palace of the Parliament in Bucharest, the capital of the country. Prior to the modification of the Constitution in 2003, the two houses had identical attributes. A text of a law had to be approved by both houses. Postal Union Congress
The Postal Union Congress is the main international meeting of the Universal Postal Union, used to discuss various issues affecting international postal services, such as legislation, the political climate, and other strategic issues. The first congress was held in Bern, Switzerland in 1874, and was attended by delegates from 22 countries, most of them European. The meetings are normally held every four years, although they were cancelled during the two World Wars. Extraordinary Meetings can also be called outside the four-year cycle.
