Ghanaian Anti-LGBT Bill
The Ghanaian anti-LGBT bill (formally the ''Human Sexual Rights and Family Values Bill'') is a proposed law in Ghana that would introduce wide-ranging restrictions on LGBT+ rights. The bill was approved by the Parliament of Ghana on 28 February 2024 with bipartisan support, and will only come into effect if signed into law by president Nana Akufo-Addo. Background Homosexuality in Ghana was first criminalised under the Offences Against the Person Act 1861, when Ghana was under British rule. The Act was implemented in all British colonies. Following independence, Section 104 of the Ghanaian Criminal Code of 1960 criminalised "unnatural carnal knowledge." The Parliament of Ghana is the legislative body of the Government of Ghana. History Legislative representation in Ghana dates back to 1850, when the country was a British colony known as Gold Coast. The body, called the Legislative Council, was purely advisory as the Governor exercised all legislative and executive powers. A reading of a bill is a stage of debate on the bill held by a general body of a legislature. In the Westminster system, developed in the United Kingdom, there are generally three readings of a bill as it passes through the stages of becoming, or failing to become, legislation. Some of these readings may be formalities rather than actual debate. The procedure dates back to the centuries before literacy was widespread. National Coalition For Proper Human Sexual Rights And Family Values
The National Coalition for Proper Human Sexual Rights and Family Values is a Ghanaian anti-LGBT advocacy group. The group has advocated for conversion therapy, a practice that the scientific consensus has found is pseudoscientific and that has been described by the UN and the International Rehabilitation Council for Torture Victims as torture. Activities Conversion therapy In summer 2018, the group organised a conference titled "Exploring the myths surrounding LGBT rights," at which it claimed around 400 people had signed up to "undergo counselling after a sexual evangelism programme." Joseph Akanjolenur Whittal is a Ghanaian who is the Commissioner of Human Rights and Administrative Justice of Ghana since December 2016. The Commission on Human Rights and Administrative Justice(CHRAJ) is an independent governmental organization charged with safeguarding of human rights and investigating human rights abuses in Ghana.
