General Secretary or First Secretary is the official title of leaders of most communist parties. When a communist party is the ruling party in a Communist-led one-party state, the General Secretary is typically the country's ''de facto'' leader—though sometimes this leader also holds state-level positions (such as a presidency or premiership) in order to hold ''de jure'' leadership of the state as well. One exception to this rule is the People's Republic of China from 1978 to 1990 where the chairman and then General Secretary of the Communist Party were subordinate to elder Deng Xiaoping who was the ''de facto'' Paramount leader of China. The term ''communist party'' was popularized by the title of ''The Manifesto of the Communist Party'' (1848) by Karl Marx and Friedrich Engels. Fabien Roussel (; born 16 April 1969) is a French politician who has served as national secretary of the French Communist Party (PCF) since 2018. He was elected to represent the 20th constituency of the Nord department in the National Assembly in 2017. Roussel was a candidate in the 2022 presidential election in which he placed eighth in the first round. Miguel Mario Díaz-Canel y Bermúdez (; born 20 April 1960) also known as MADCB, is a politician and engineer who is the third first secretary of the Communist Party of Cuba. Díaz-Canel succeeds the brothers Fidel and Raúl Castro, making him the first non-Castro leader of Cuba since the revolution. Díaz-Canel's leadership thus represents a non-dynastic form of succession for the party as well as for the state, and the end of Castro leadership in Cuba.
