Greater East Asia Co-Prosperity Sphere
The , also known as the GEACPS, was a concept that was developed in the Empire of Japan and propagated to Asian populations which were occupied by it from 1931 to 1945, and which officially aimed at creating a self-sufficient bloc of Asian peoples and states that would be led by the Japanese and be free from the rule of Western powers. The idea was first announced on 1 August 1940 in a radio address delivered by Foreign Minister Yōsuke Matsuoka. The intent and practical implementation of the Greater East Asia Co-Prosperity Sphere varied widely depending on the group and government department involved. Policy theorists who conceived it, as well as the vast majority of the Japanese population at large, saw it for its pan-Asian ideals of freedom and independence from Western colonial rule. In the history of United States foreign policy, the Roosevelt Corollary was an addition to the Monroe Doctrine articulated by President Theodore Roosevelt in his State of the Union address in 1904 after the Venezuelan crisis of 1902–1903. The corollary states that the United States could intervene in the internal affairs of Latin American countries if they committed flagrant and chronic wrongdoings. Roosevelt tied his policy to the Monroe Doctrine, and it was also consistent with his foreign policy included in his Big Stick Diplomacy. Hachirō Arita
was a Japanese politician and diplomat who served as the Minister for Foreign Affairs for three terms. He is believed to have originated the concept of the Greater East Asia Co-Prosperity Sphere. Biography Arita was born on the island of Sado in Niigata Prefecture. He joined the Ministry of Foreign Affairs after graduation in 1909 from the Law School of Tokyo Imperial University, and established himself as an expert on Asian affairs. Arita was on the Japanese delegation to the Versailles Peace Treaty Conference of 1919, and in his early career also was stationed at the Japanese consulates in Mukden and in Honolulu. He served as Japanese ambassador to Austria in 1930. He returned to Japan to briefly serve as Vice Foreign Minister in 1932, but returned to Europe in 1933 as Japanese ambassador to Belgium.
