Grand Mufti
The Grand Mufti (also called Chief Mufti, State Mufti and Supreme Mufti) is the head of regional muftis, Islamic jurisconsults, of a state. The office originated in the early modern era in the Ottoman empire and has been later adopted in a number of modern countries. Muftis are Islamic jurists qualified to issue a nonbinding opinion (''fatwa'') on a point of Islamic law (''sharia''). In the 15th century, muftis of the Ottoman empire, who had acted as independent scholars in earlier times, began to be integrated into a hierarchical bureaucracy of religious institutions and scholars. By the end of the 16th century, the government-appointed mufti of Istanbul came to be recognized under the title '' Shaykh al-Islam'' (Turkish: ''şeyhülislam'') as the Grand Mufti in charge of this hierarchy. Muhammad Ahmad Hussein
Muhammad Ahmad Hussein ( ar, محمد أحمد حسين) is the incumbent Grand Mufti of Jerusalem. He was appointed in July 2006 by Mahmoud Abbas, the President of the Palestinian National Authority. Abbas raised Hussein as an immediate successor to Ekrima Sa'id Sabri, who was reportedly removed from the position due to his growing popularity amidst his open expressions of highly contentious political views and his condoning of violence in the Israeli–Palestinian conflict. Appointment as Grand Mufti Prior to his selection for the position, Hussein was the imam and custodian of Al-Aqsa Mosque. He was appointed as the Grand Mufti of Jerusalem by Mahmoud Abbas to replace Ekrima Sa'id Sabri, reportedly under the expectation that Hussein would avoid controversy and self-aggrandizement in contrast to the more militant attitude of Sabri. Fatwa
A fatwā ( ; ar, فتوى; plural ''fatāwā'' ) is a legal ruling on a point of Islamic law (''sharia'') given by a qualified '' Faqih'' (Islamic jurist) in response to a question posed by a private individual, judge or government. A jurist issuing fatwas is called a ''mufti'', and the act of issuing fatwas is called ''iftāʾ''. Fatwas have played an important role throughout Islamic history, taking on new forms in the modern era. Resembling ''jus respondendi'' in Roman law and rabbinic ''responsa'', privately issued fatwas historically served to inform Muslim populations about Islam, advise courts on difficult points of Islamic law, and elaborate substantive law.
