The Movement for Defence of Voters' Rights "Golos", formerly GOLOS Association (Cyrillic: ГОЛОС, meaning "vote" or "voice") is a Russian organisation established in 2000 to protect the electoral rights of citizens and to foster civil society. As of 2008, the organisation covers 40 Russian regions. Election Monitoring
Election monitoring involves the observation of an election by one or more independent parties, typically from another country or from a non-governmental organization (NGO). The monitoring parties aim primarily to assess the conduct of an election process on the basis of national legislation and of international election standards. There are national and international election observers. Monitors do not directly prevent electoral fraud, but rather record and report instances of suspicious practices. Election observation increasingly looks at the entire electoral process over a long period of time, rather than at election-day proceedings only. The legitimacy of an election can be affected by the criticism of monitors, unless they are themselves seen as biased. Russian Foreign Agent Law
The Russian foreign agent law requires anyone who receives "support" from outside Russia or is under "influence" from outside Russia to register and declare themselves as "foreign agents". Once registered, they are subject to additional audits and are obliged to mark all their publications with a 24-word disclaimer saying that they are being distributed by a "foreign agent". In computing, a denial-of-service attack (DoS attack) is a cyber-attack in which the perpetrator seeks to make a machine or network resource unavailable to its intended users by temporarily or indefinitely disrupting services of a host connected to a network. 2011 Russian Legislative Election
Legislative elections were held in Russia on 4 December 2011. At stake were the 450 seats in the 6th State Duma, the lower house of the Federal Assembly (the legislature). United Russia won the elections with 49.32% of the vote, taking 238 seats or 52.88% of the Duma seats. This result was down from 64.30% of the vote and 70% of the seats in the 2007 elections.
