Frederick Olen Mercer
Frederick Olen Mercer (March 11, 1901 – April 3, 1966) was a United States district judge of the United States District Court for the Southern District of Illinois. Education and career Born in Vermont, Illinois, Mercer received a Bachelor of Laws from the University of Illinois College of Law in 1924. He was an assistant state's attorney of Fulton County, Illinois from 1924 to 1926. He was a county judge of Fulton County from 1926 to 1934. He was in private practice in Lewistown, Illinois from 1934 to 1940. He was in private practice in Canton, Illinois from 1940 to 1956. Federal judicial service Mercer was nominated by President Dwight D. Eisenhower on May 17, 1956, to a seat on the United States District Court for the Southern District of Illinois vacated by Judge J. Leroy Adair. The United States District Court for the Southern District of Illinois (in case citations, S.D. Ill.) is a federal district court covering approximately the southern third of the state of Illinois. Appeals from the Southern District of Illinois are taken to the United States Court of Appeals for the Seventh Circuit (except for patent claims and claims against the U.S. government under the Tucker Act, which are appealed to the Federal Circuit). Canton is the largest city in Fulton County, Illinois, United States. The population was 14,704 at the 2010 census, down from 15,288 as of the 2000 census. Lewistown is a city in Fulton County, Illinois, United States. It was named by its founder, Ossian M. Ross, after his oldest son, Lewis W. Ross. The population was 2,384 at the 2010 census, down from 2,522 at the 2000 census. It is the county seat of Fulton County. Located in central Illinois, it is southwest of Peoria.
