Frederick Forth
Frederick Henry Alexander Forth (11 February 1808 – 1876) was a British colonial administrator. He was Lieutenant-Governor in the British West Indies, Colonial Treasurer of Hong Kong and magistrate of Tasmania. Forth was born on 11 February 1808 to diplomat Nathaniel Parker Forth and Eliza Petrie. He was an army officer and Lieutenant-Governor in the British West Indies for some six years, where he was sent to initiate a government on the separation of those islands from the Bahamas. He was the Council President of the Turks and Caicos from 1848 to 1854. He was also the Colonial Treasurer of Hong Kong and ex officio member of the Legislative Council of Hong Kong. He was a captain in the Scots Fusiliers and was appointed by Governor Sir George Arthur in the first visiting magistracy created in Tasmania. Council President of the Turks of Caicos was the administrator of the Turks and Caicos from 1848 to 1874. From 1492 to 1678 it was in possession by the Spanish (under the Viceroy of New Spain) and by French occupation from 1764–1783, but there was no formal government established by either colonial powers. The islands was settled by BermudianBritish salt collectors in 1678, but they were not annexed until 1799. Sir Cecil Clementi Smith (23 December 1840 – 6 February 1916),. was a British colonial administrator. Background The son of an Essex rector, John Smith, and his wife Cecilia Susanna Clementi (daughter of Muzio Clementi), Cecil Clementi Smith received his education at St Paul's School and Corpus Christi College, Cambridge. In 1864 he began his civil service career as a cadet interpreter in Hong Kong, learning much about the Chinese culture and gradually became an accomplished scholar of the Chinese culture. He was also the Colonial Treasurer of Hong Kong.
