Franklin P. Buyer
Franklin Pierce Buyer (October 23, 1878 – March 1963) was a traveling salesman who was on the Los Angeles City Council between 1933 and 1939. He was a Democrat. Biography Buyer was born on October 23, 1878, in Edgewood, Illinois, the son of Mary Carter. He went to public schools in Browns, Illinois. He and his wife, Dorothy, were married on November 35, 1907, and they adopted a daughter. He was a salesman who traveled about the country, but in 1920 he moved to Los Angeles. After he completed his City Council term in 1939, he became the manager of an American Express office at 10810 South Broadway, where he was held up at least twice: The first time, in January 1947, he rousted the bandits "with a well-placed right hook", and they escaped with no money; he was left with head lacerations. The Los Angeles City Council is the legislative body of the Los Angeles, City of Los Angeles in California. The council is composed of 15 members elected from single-member districts for four-year terms. Watts, Los Angeles
Watts is a neighborhood in southern Los Angeles, California. It is located within the South Los Angeles region, bordering the cities of Lynwood, Huntington Park and South Gate to the east and southeast, respectively, and the unincorporated community of Willowbrook to the south. Founded in the late nineteenth century as a ranching community, the arrival of the railroads and the construction of Watts Station saw the rapid development of Watts as an independent city, but in 1926 it was consolidated with Los Angeles. By the 1940s, Watts transformed into a primarily working class African-American neighborhood, but from the 1960s developed a reputation as a low-income, high-crime area, following the Watts riots and the increasing influence of street gangs.
