Frank Mondell
Frank Wheeler Mondell (November 6, 1860August 6, 1939) was a United States representative of Wyoming. Biography Born in St. Louis, Missouri, he was educated in the public schools. For many years he was engaged in farming, stock-raising, and railroad construction. He settled in the Wyoming Territory in 1887, was mayor of Newcastle from 1888 to 1895, and served in Congress from 1895 to 1897 and once again from 1899 to 1923. He was majority leader in the Sixty-sixth and Sixty-seventh Congresses on the floor of the House and took a prominent part in framing the legislation passed by that body. Party leaders of the United States House of Representatives, also known as floor leaders, are congresspeople who coordinate legislative initiatives and serve as the chief spokespersons for their parties on the House floor. These leaders are elected every two years in secret balloting of their party caucuses or conferences: the House Democratic Caucus and the House Republican Conference. Depending on which party is in power, one party leader serves as majority leader and the other as minority leader. The 67th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1921, to March 4, 1923, during the first two years of Warren Harding's presidency. The apportionment of seats in the House of Representatives was based on the Thirteenth Census of the United States in 1910. The Republicans increased their majorities in both chambers - gaining supermajority status in the House - and with Warren G.
