Frank James McGarr
Frank James McGarr (February 25, 1921 – January 6, 2012) was a United States district judge of the United States District Court for the Northern District of Illinois. Education and career Born in Chicago, Illinois, McGarr attended St. Ignatius College Prep high school in Chicago and received an Artium Baccalaureus degree from Loyola University Chicago in 1942. McGarr served in the United States Army for the remainder of World War II, from 1942 to 1945. He received a Juris Doctor from Loyola University Chicago School of Law in 1950. McGarr was an assistant to the President of Loyola University Chicago from 1946 to 1952. He was in private practice in Chicago from 1952 to 1954. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. Parkinson's Disease
Parkinson's disease (PD), or simply Parkinson's, is a long-term degenerative disorder of the central nervous system that mainly affects the motor system. The symptoms usually emerge slowly, and as the disease worsens, non-motor symptoms become more common. The most obvious early symptoms are tremor, rigidity, slowness of movement, and difficulty with walking. Cognitive and behavioral problems may also occur with depression, anxiety, and apathy occurring in many people with PD. Parkinson's disease dementia becomes common in the advanced stages of the disease. Those with Parkinson's can also have problems with their sleep and sensory systems. The motor symptoms of the disease result from the death of cells in the substantia nigra, a region of the midbrain, leading to a dopamine deficit. The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber.
