Florida Opportunity Scholarship Program
The Florida Opportunity Scholarship Program was a school voucher program in the U.S. state of Florida. It provided students from failing public schools in Florida with school vouchers enabling them to choose a "higher performing public school or a participating private school." A failing public school was: "a school that has received two "F" grades within a four-year period." The program was declared unconstitutional in a January 5, 2006 ruling and students assigned to a failing school are no longer allowed to transfer and enroll in a participating private school while "the option to attend a higher performing public school remains in effect." A school voucher, also called an education voucher in a voucher system, is a certificate of government funding for students at schools chosen by themselves or their parents. Funding is usually for a particular year, term, or semester. In some countries, states, or local jurisdictions, the voucher can be used to cover or reimburse home schooling expenses. In some countries, vouchers only exist for tuition at private schools. A 2017 review of the economics literature on school vouchers concluded that "the evidence to date is not sufficient to warrant recommending that vouchers be adopted on a widespread basis; however, multiple positive findings support continued exploration".
