Enrique Roberto Cuellar (born September 19, 1955) is an American attorney and politician serving as the U.S. representative for since 2005. A member of the Democratic Party, he is considered one of the most conservative representatives in the Democratic caucus. His district extends from the Rio Grande to San Antonio's suburbs. , he was also the last Democrat to have held a statewide office in Texas. Cuellar served 14 years in the Texas House of Representatives before a brief stint as Texas secretary of state in 2001. The Sutherland Springs church shooting occurred on November 5, 2017, when Devin Patrick Kelley, of New Braunfels, Texas, perpetrated a mass shooting at the First Baptist Church in Sutherland Springs, Texas. Kelley killed 26 people, wounded 22 others, and killed himself. The attack is the deadliest mass shooting in Texas history, and the fifth-deadliest in the United States. It was the deadliest shooting in an American place of worship, surpassing the Charleston church shooting of 2015 and the Waddell Buddhist temple shooting of 1991. The Concealed Carry Reciprocity Act, oHouse Bill 38 is a bill that would amend Title 18 of the United States Code to require all U.S. states to recognize concealed carry permits granted by other states. It would also allow the concealed transport of handguns across state lines, so long as it is allowed by both states and would amend the Gun-Free School Zones Act of 1990 to allow permit holders to carry a concealed weapon in school zones in any state. Bump stocks or bump fire stocks are gun stocks that can be used to assist in bump firing. Bump firing is the act of using the recoil of a semi-automatic firearm to fire ammunition cartridges in rapid succession. The legality of bump stocks in the United States came under question following the 2017 Las Vegas shooting, in which 60 people were killed and 867 people injured.
