In British politics, parliamentary select committees can be appointed from the House of Commons, like the Foreign Affairs Select Committee; from the House of Lords, like the Delegated Powers and Regulatory Reform Committee; or as a joint committee of Parliament drawn from both, such as the Joint Committee on Human Rights. Committees may exist as "sessional" committees – i.e. be near-permanent – or as "ad-hoc" committees with a specific deadline by which to complete their work, after which they cease to exist, such as the Lords Committee on Public Service and Demographic Change. The House of Lords, also known as the House of Peers, is the upper house of the Parliament of the United Kingdom. Membership is by appointment, heredity or official function. Like the House of Commons, it meets in the Palace of Westminster in London, England. The House of Lords scrutinises bills that have been approved by the House of Commons. It regularly reviews and amends bills from the Commons. While it is unable to prevent bills passing into law, except in certain limited circumstances, it can delay bills and force the Commons to reconsider their decisions. In this capacity, the House of Lords acts as a check on the more powerful House of Commons that is independent of the electoral process. While members of the Lords may also take on roles as government ministers, high-ranking officials such as cabinet ministers are usually drawn from the Commons. Edward Sebastian Grigg, 4th Baron Altrincham (born 18 December 1965) is a British hereditary peer and Conservative member of the House of Lords. He was educated at Oriel College, Oxford and was a member of the Bullingdon Club along with David Cameron and Boris Johnson, appearing top left in a well-known 1987 photograph of the club's members. He is the grandson of Edward William Macleay Grigg who became the first Lord Altrincham in 1945. Edward Grigg had been Governor of Kenya, member of parliament for the Altrincham constituency in Manchester 1933-45 and then British Government Minister-Resident for the Middle East based in Cairo in 1944 following the assassination of Lord Moyne. James Patrick Montagu Burgoyne Winthrop Stopford, 9th Earl of Courtown (also known as Patrick Courtown; born 19 March 1954), styled Viscount Stopford between 1957 and 1975, is an Irish peer and politician. Brinley Howard Davies, Baron Davies of Brixton (born 17 May 1944), known as Bryn Davies, is a British trade unionist, actuary and politician who was Leader of the Inner London Education Authority in the early 1980s. Davies graduated from the University of Hull and qualified as an actuary. He worked in the pensions industry, becoming a Fellow of the Institute of Actuaries in 1974. He worked for the Trade Union Congress as Pensions Officer from that year, advising member unions on occupational and state pensions. With this came membership of the Occupation Pensions Board.
