Fetter
Legcuffs are physical restraints used on the ankles of a person to allow walking only with a restricted stride and to prevent running and effective physical resistance. Frequently used alternative terms are leg cuffs, (leg/ankle) shackles, footcuffs, fetters or leg irons. The term "fetter" shares a root with the word "foot". Shackles are typically used on prisoners and slaves. Leg shackles also are used for chain gangs to keep them together. Metaphorically, a fetter may be anything that restricts or restrains in any way, hence the word "''unfettered''". In Buddhism, a mental fetter, chain or bond (Pāli: ''samyojana'', Sanskrit: संयोजना, ''saṃyojana'') shackles a sentient being to sasāra, the cycle of lives with dukkha. By cutting through all fetters, one attains nibbāna (Pali; Skt.: निर्वाण, ''nirvāa''). Fetter Lane
Fetter Lane is a street in the ward of Farringdon Without in the City of London. It forms part of the A4 road and runs between Fleet Street at its southern end and Holborn. History The street was originally called Faytor or Faiter Lane, then Fewteres Lane. This is believed to come from the Old French "faitor" meaning lawyer, though by the 14th century this had become synonymous with an idle person. Geoffrey Chaucer used the word to refer to the beggars and vagrants who were seen around the lane. An alternative origin of the name is the fetter (lance vest) made by armourers working for the nearby Knights Templar. In the 1590s there was a gibbet at the junction of Fleet Street and Fetter Lane. Christopher Bales was among those hanged there. In 1643, the Member of Parliament Nathaniel Tomkins was arrested for conspiracy against the government by withholding taxes, and hanged outside his front door in Fetter Lane. Fetter Schrier Hoblitzell
Fetter Schrier Hoblitzell (October 7, 1838 – May 2, 1900) was an American politician and Congressman from Maryland. Biography Born in Cumberland, Maryland, Hoblitzell attended primary school and graduated from the Allegany Academy of Cumberland. He studied law, was admitted to the bar in 1859, and commenced practice in Baltimore, Maryland. During the American Civil War, Hoblitzell served as a private in the First Maryland Regiment of Infantry of the Confederate Army. After the war, Hoblitzell resumed the practice of law and served as a member of the Maryland House of Delegates in 1870 and 1876. He was reelected in 1878 and served as speaker of the house. He was later elected as a Democrat to the Forty-seventh and Forty-eighth Congresses, serving from March 4, 1881, to March 3, 1885.
