Federal Public Service Interior
The FPS Interior ( nl, FOD Binnenlandse Zaken, french: SPF Intérieur, german: FÖD Inneres), formerly the Ministry of the Interior, is a Federal Public Service of Belgium. It was created by Royal Order on January 14, 2002, as part of the plans of the Verhofstadt I Government to modernise the federal administration. The FPS Interior employs approximately 4,300 persons and is responsible for guaranteeing the rule of law, the registration and identification of natural persons, the immigration policy and for guaranteeing public order and safety. The acronym IBZ comes from a mixture of its French and Dutch names, . The FPS Interior is responsible to the Federal Minister of the Interior, Institutional Reforms and Democratic Renewal, Annelies Verlinden, since October 2020. Royal Order
In Belgium, a Royal Decree (RD) or Royal Order () (Dutch), Arrêté Royal ( French), or Königlicher Erlass (German) is a federal governmental decree exercising legislation, or powers the legislature has delegated to the King as secondary legislation. Under the Constitution of Belgium, the King cannot act alone. While the monarch is vested with executive power, he is required to exercise it through his ministers. Hence, while Royal Orders are issued with the King's signature, they must be countersigned by a minister to be valid. In turn, the countersigning minister assumes political responsibility for the order. Its implementation usually begins on the date that it is published in the Belgian Official Journal. Verhofstadt I Government
The Verhofstadt I Government was the federal government of Belgium from 12 July 1999 to 12 July 2003. It was the first government headed by Prime Minister Guy Verhofstadt (VLD). It consisted of the Flemish Liberals and Democrats (VLD), the French-speaking Liberal Reformist Party (PRL), the Flemish Socialist Party (SP), the French-speaking Socialist Party (PS), the Flemish green party Agalev and the French-speaking green party Ecolo. Because it comprised liberals, socialists and greens it was also known as a "purple-green" coalition. Elections in Belgium are organised for legislative bodies only, and not for executive functions. Direct elections take place for the European Parliament, the Chamber of Representatives, the Parliaments of the Regions, the Parliaments of the Communities, the provincial councils, the municipal councils and the councils of Districts of Antwerp. Voting is mandatory and all elections use proportional representation which in general requires coalition governments. Belgian Civil Protection
The Civil Protection is a Belgian federal service that falls under the Directorate-General Civil Security of the Federal Public Service Interior (the former Ministry of the Interior). It operates as a specialized second-line service. It is not a first response service like the fire departments, but is only called upon when specialized assistance is needed. Its main tasks revolve around CBRN incidents, search and rescue operations and heavy technical assistance. Some Civil Protection units however also partake in the regular emergency response in their area, for example for firefighting or emergency medical assistance.
