Bicameral Legislatures
Bicameralism is a type of legislature, one divided into two separate assemblies, chambers, or houses, known as a bicameral legislature. Bicameralism is distinguished from unicameralism, in which all members deliberate and vote as a single group. , about 40% of world's national legislatures are bicameral, and about 60% are unicameral. Often, the members of the two chambers are elected or selected by different methods, which vary from jurisdiction to jurisdiction. This can often lead to the two chambers having very different compositions of members. Enactment of primary legislation often requires a concurrent majority—the approval of a majority of members in each of the chambers of the legislature. When this is the case, the legislature may be called an example of perfect bicameralism. However, in many parliamentary and semi-presidential systems, the house to which the executive is responsible (e.g. House of Commons of UK and National Assembly of France) can overrule the o ...

Transitional Government Of Ethiopia

During the transitional period, Meles Zenawi served as the president of the TGE while Tamrat Layne was prime minister. Among other major shifts in the country's political institutions, it was under the authority of the TGE that the realignment of provincial boundaries on the basis of ethnolinguistic identity occurred. The TGE was in power until 1995, when it transitioned into the reconstituted Federal Democratic Republic of Ethiopia that remains today. Background In May 1991, the PDRE (1987-1991) was overthrown by forces consisting of the TPLF and the TPLF-controlled EPRDF with the promise that a recognition of human rights, democracy, the liberalization of the economic sector, and political rehabilitation were soon to follow. Ethiopian Civil War
The Ethiopian Civil War was a civil war in Ethiopia and present-day Eritrea, fought between the Ethiopian military junta known as the Derg and Ethiopian-Eritrean anti-government rebels from 12 September 1974 to 28 May 1991. The Derg overthrew the Ethiopian Empire and Emperor Haile Selassie in a coup d'état on 12 September 1974, establishing Ethiopia as a Marxist-Leninist state under a military junta and provisional government. Various opposition groups of ideological affiliations ranging from Communist to anti-Communist, often drawn from ethnic background, began armed resistance to the Soviet-backed Derg, in addition to the Eritrean separatists already fighting in the Eritrean War of Independence. The Derg used military campaigns and the Qey Shibir (Ethiopian Red Terror) to repress the rebels. By the mid-1980s, various issues such as the 1983–1985 famine, economic decline, and other after-effects of Derg policies ravaged Ethiopia, increasing popular support for the rebels ...

Rubber Stamp (politics)
A rubber stamp, as a political metaphor, is a person or institution with considerable ''de jure'' power but little ''de facto'' power — one that rarely or never disagrees with more powerful organizations. Historian Edward S. Ellis called this type of legislature a toy parliament. In situations where this superior official's signature may frequently be required for routine paperwork, a literal rubber stamp is used, with a likeness of their hand-written signature. In essence, the term is meant to convey an endorsement without careful thought or personal investment in the outcome, especially since it is usually expected as the stamper's duty to do so. In the situation where a dictator's legislature is a "rubber stamp", the orders they are meant to endorse are formalities they are expected to legitimize, and are usually done to create the superficial appearance of legislative and dictatorial harmony rather than because they have actual power. In a constitutional monarchy or parliame ...
