Federal Correctional Institution, Herlong
The Federal Correctional Institution, Herlong (FCI Herlong) is a medium-security United States federal prison for male inmates in California, opened in 2007. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. The facility also includes a satellite prison camp that houses minimum-security male offenders. FCI Herlong is located in Lassen County, in northeastern California near the Nevada border, approximately 60 miles northwest of Reno, Nevada and 190 miles northeast of Sacramento, California, the state capital. It is one of three prisons in the county; the other two are state prisons located in the county seat of Susanville. In 2007 half the adults in Susanville worked in one of the three facilities; together the three prisons hold approximately 11,000 inmates. Lassen County () is a county in the northeastern portion of the U.S. state of California. As of the 2020 census, the population was 32,730. The county seat and only incorporated city is Susanville. Lassen County comprises the Susanville, California, micropolitan statistical area. A former farming, mining and lumber area, its economy now depends on employment at one federal and two state prisons; the former in Herlong and the latter two in Susanville. Christopher Noel Dorsey (born September 3, 1980), better known by his stage name B.G. (acronym for Baby Gangsta), is an American rapper from New Orleans, Louisiana. He began his music career signing to Birdman's Cash Money Records in 1994 at the age of 13. Swatting is a criminal harassment tactic of deceiving an emergency service (via such means as hoaxing an emergency services dispatcher) into sending a police or emergency service response team to another person's address. This is triggered by false reporting of a serious law enforcement emergency, such as a bomb threat, murder, hostage situation, or a false report of a mental health emergency, such as reporting that a person is allegedly suicidal or homicidal and may or may not be armed, among other things. 2017 Wichita Swatting
On December 28, 2017, a fatal swatting incident occurred in Wichita, Kansas, United States. During an online dispute between Casey Viner and Shane Gaskill, regarding the video game '' Call of Duty: WWII'', Viner threatened to have Gaskill swatted. Gaskill responded by giving him a false address for his residence, one that was occupied by an uninvolved person, Andrew Finch. Viner then asked Tyler Barriss to make the required fraudulent call to initiate the swatting. Wichita Police responded to the address, and as Finch was exiting his house, police officer Justin Rapp fatally shot him. Barriss pled guilty to involuntary manslaughter and many other charges from unrelated incidents for which he was wanted. In March 2019, Barriss was sentenced to 20 years in federal prison. Viner was sentenced to 15 months imprisonment and 2 years supervised release for his involvement, while Gaskill was sentenced to 18 months imprisonment. Rapp was not charged for Finch's death.
