Fazal Abbas Maken
Fazal Abbas Maken is a retired Pakistani civil servant, belonging to the Pakistan Administrative Service, who retired in BPS-22 grade. He remained Cabinet Secretary of Pakistan from 14 August 2018 until his retirement on 21 March 2019. Prior to his posting as the Cabinet Secretary, Fazal Abbas Maken was the Federal Secretary for Ministry of National Food Security & Research. He also remained Federal Secretary of Ministry of Science and Technology. He has also served as the Additional Secretary of Ministry of Commerce and Additional Secretary of Ministry of Interior. From February 2005 to August 2009, Mr Maken served as Minister (Trade) at the Pakistan High Commission, New Delhi. Cabinet Secretary Of Pakistan
The cabinet secretary of Pakistan (Urdu: ) is the federal secretary to the Cabinet of Pakistan. The Cabinet secretary serves as the administrative head of the Cabinet Division, providing policy advice to the prime minister and Cabinet. Usually the senior-most BPS-22 grade officer of the Pakistan Administrative Service is appointed to this post. The Cabinet secretary reports directly to the prime minister. Amongst federal secretaries, the Cabinet secretary is considered as the senior-most secretary and for this reason the Cabinet secretary heads the Secretaries’ Committee. Grade 22
Grade 22 (also referred to as BPS-Apex) is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 4-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 0.008% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country. Each officer who reaches Grade-22 has, on average, a civil service career spanning over 30 years to 32 years. Elevation to Grade-22 is decided by the High Powered Selection Board (HPSB), which is chaired by the Prime Minister of Pakistan. The federal secretary (also referred to as the secretary to the Government of Pakistan) is the highest-ranking position in the Government of Pakistan, occupied by the most senior civil servant in a specific ministry or division. The secretary is the administrative head of that ministry or division and oversees and enforces public policy matters. The authority for the creation of this post solely rests with the Cabinet of Pakistan. The position holder is a BPS-22 grade officer, usually belonging to the Pakistan Administrative Service. The Chief Election Commissioner is the authority and the appointed chair of the Election Commission of Pakistan— an institution constitutionally empowered to conduct free and fair elections to the national and provincial legislatures. Before 1973, appointment of the commissioner only restricted to the civil services and appointments came from the President.
