Farnell Ministry
The Farnell ministry was the eighteenth ministry of the Colony of New South Wales, and was led by James Farnell. Farnell was first elected to the New South Wales Legislative Assembly in 1860. The eighth parliament had been a challenging environment, where neither Sir John Robertson nor Sir Henry Parkes had been able to maintain the confidence of the Legislative Assembly. The 1877 election did not resolve the issue with neither Robertson nor Parkes obtaining a majority. Instead the government was formed by Farnell as a compromise Premier. The title of Premier was widely used to refer to the Leader of the Government, but was not a formal ministerial office until 1920. There was no party system in New South Wales politics until 1887. Under the constitution, ministers were required to resign to recontest their seats in a by-election when appointed. Joseph Leary
Joseph Michael Leary (1831–20 October 1881), was an Australian politician and solicitor, serving as a member of the New South Wales Legislative Assembly. Early life and education Leary was born in 1831 in Campbelltown, to John Leary and Catherine, née Jones. His father was convicted of theft and transported to Sydney, arriving in 1816 and subsequently worked as a constable and then publican. Both his parents died in November 1846, leaving 5 children orphans when he was . He was educated at St. Mary's Seminary School, at Sydney College under William Cape, and for two years at the University of Sydney. One brother, George, was secretary to Henry Parkes and William Dalley during their emigration lectures in England and was subsequently clerk of petty sessions in Mudgee. He married Catherine Keighran on 6 September 1854, and together they had 10 children, 5 daughters and 5 sons. The Secretary for Public Works, later the Minister for Public Works was a long standing ministry in the administration of New South Wales created in 1859 and abolished in 2003. Role and responsibilities The Secretary for Lands and Works was one of the first ministries in the colonial administration of New South Wales and the land issue dominated the politics of the late 1850s. The Minister for Lands, also called the Secretary for Lands was responsible for one of the key issues for the colonial administration of New South Wales, being the contest between squatters and selectors to dispossess the Aboriginal people of their land. Role and responsibilities The land issue dominated the politics of the late 1850s, and in October 1859, towards the end of the second Cowper ministry, the Secretary for Public Works was split off from the Secretary for Lands and Works. This enabled John Robertson to concentrate on what became known as the Robertson Land Acts. The Cowper ministry fell at the end of October 1859, replaced by the short lived Forster ministry. John Fitzgerald Burns
John Fitzgerald Burns (1833 – 19 March 1911) was an Australian politician, member of the Parliament of New South Wales, Postmaster-General in the 1870s and Colonial Treasurer in the 1880s. Burns was born in the north of Ireland, and emigrated to New South Wales at an early age. In 1854 he married Lucy Maria Smith at Maitland. Having engaged in mercantile pursuits in the Hunter River district, Burns was elected to the Legislative Assembly for Hunter at a by-election in 1861, holding the seat until his defeat in the 1869 election. He was unsuccessful at the 1870 Goldfields North by-election, but was elected for Hunter in the 1872 election. He was Postmaster-General in the third Robertson ministry from February 1875 to March 1877 and in the Farnell ministry from December 1877 to December 1878.
