, also known by the Latin mnemonic ("there are two"), is a letter written in 494 by Pope Gelasius I to Byzantine Emperor Anastasius I Dicorus on the relationship between religious and secular officials. Pope Gelasius I was the bishop of Rome from 1 March 492 to his death on 19 November 496. Gelasius was a prolific author whose style placed him on the cusp between Late Antiquity and the Early Middle Ages.The title of his biography by Walter Ullmann expresses this:''Gelasius I. Romans 13 is the thirteenth chapter of the Epistle to the Romans in the New Testament of the Christian Bible. It is authored by Paul the Apostle, while he was in Corinth in the mid 50s AD, with the help of an amanuensis (secretary), Tertius, who adds his own greeting in Romans 16:22. ' is a papal bull that was issued by Pope Boniface VIII on 18 November 1302.
