Freetown (Belize House Constituency)
Freetown is an electoral constituency in the Belize District represented in the House of Representatives of the National Assembly of Belize since 2003 by Francis Fonseca of the People's United Party. Fonseca served as PUP leader and Leader of the Opposition from 2011 to 2016. Profile The Freetown constituency was created for the 1961 general election as part of a major nationwide redistricting. The constituency hugs the Caribbean Sea shoreline on the northwest outskirts of Belize City, also taking in some of the city center. The House of Representatives of Belize is one of two chambers of the National Assembly of Belize, National Assembly, the other being the Senate of Belize, Senate. It was created under the Constitution of Belize, 1981 constitution. Members are commonly called "Area Representatives." Area Representatives are elected by winning a majority of votes in their respective Constituencies of Belize, constituencies under the First-past-the-post voting, first-past-the-post system. The body is directly descended from the British Honduras Legislative Assembly created in 1954 with nine elected members. It has been expanded several times since: to 18 in 1961, 28 in 1984, 29 in 1993 and finally to 31 in 2008. United Democratic Party (Belize)
The United Democratic Party (UDP) is one of the two major political parties in Belize. It is currently the main opposition party, having lost the 2020 Belizean general election, after previously holding the government across three prior terms. Founded as a centre-right conservative party, the UDP is led by Shyne Barrow. Founding In 1973 political opposition in Belize was weak and the ruling People's United Party (PUP) had never lost a legislative election since its foundation. The main opposition parties, the National Independence Party and the People's Development Movement met together with a new Liberal Party to consider forming an alliance to fight the PUP. The resulting merger formed the United Democratic Party on 27 September 1973. 2003 Belizean General Election
General elections were held in Belize on 5 March 2003. Belizeans elected 29 members to the House of Representatives for a term of five years. The result was a victory for the ruling People's United Party (PUP), which won 22 of the 29 seats. Background The PUP were seeking a second consecutive term in office after recording significant development in the economy from 1998 to 2003. Their opponents, the UDP, sought to replace them in office because of charges of corruption and mismanagement of public funds. Previous to this election, the parties had alternated their time in office since independence. As an aside, municipal elections had originally been called for this date, creating a situation of triple elections in one day, a first for the Caribbean region according to Myrtle Palacio of the EBD. Belize Elections And Boundaries Commission
The Belize Elections and Boundaries Commission is the primary electoral body in Belize. It supervises all local and national elections. The commission also establishes the boundaries of Belize's electoral divisions. Formation and duties The EBC was formed in 1978 to oversee Belizean elections according to the Representation of the People Act. This Act became part of the Belize Constitution in 1981. The commission maintains a database of Belizean voters and periodically informs the nation on the state of the voter's list. It also occasionally makes proposals to revise boundaries in order to maintain near equality in voting divisions. There are currently 31 electoral divisions in Belize.
