First Universal Of The Ukrainian Central Council
The First Universal of the Ukrainian Central Council ( uk, Перший Універсал Української Центральної Ради, translit=Pershyi Universal Ukrainskoi Tsentralnoi Rady) is a state-political act, the universal of the Central Council of Ukraine, which proclaimed the autonomy of Ukraine. Accepted in Kyiv. The full name is the Universal of the Ukrainian Central Rada to the Ukrainian people, in Ukraine and beyond Ukraine. Description At the end of May, the Central Rada sent a delegation to Petrograd headed by Volodymyr Vynnychenko and Mykola Kovalevskyi. The delegation demanded the Ukrainization of the army, administration, and schooling, as well as that the Provisional Government of Russia Republic express its principled attitude to the possibility of granting autonomy to Ukraine. Universals of the Central Council of Ukraine ( uk, Універсали Української Центральної Ради, translit=Universaly Ukrainskoi Tsentralnoi Rady) are legal acts or declarations issued by the Central Council of Ukraine in 1917-18. These documents marked the main stages of the development of the nascent Ukrainian state, from the proclamation of its autonomy to the declaration of full independence. Ukrainian Constituent Assembly
The Ukrainian Constituent Assembly ( uk, Українські Установчі Збори) was a planned All-National Congress which was supposed to confirm the Constitution of the Ukrainian People's Republic and establish a new political system. The Assembly was supposed to be the supreme state power and elections to which were to be organized by the Central Council (also known as the Central Rada), which would hold its sessions between the meetings of the Assembly. The Assembly was suspended because of the Bolshevik aggression in the Ukrainian–Soviet War (part of the Russian Civil War) of December 25, 1917 that led to a proclamation of Ukrainian independence by the IV Universal.
