Federal Public Service Chancellery Of The Prime Minister
The FPS Chancellery of the Prime Minister ( nl, FOD Kanselarij van de Eerste Minister, french: SPF Chancellerie du Premier Ministre, german: FÖD Kanzlei des Premierministers) is a Federal Public Service in Belgium. It is comparable to the Chancellery of the Federal Chancellor of Germany. It was created as the FPS Chancellery and General Services by Royal Order on 15 May 2001, as part of the plans of the Verhofstadt I Government to modernise the federal administration. Its name was changed by Royal Order on 4 September 2002. The Chancellery of the Prime Minister is responsible for assisting the Prime Minister with leading and coordinating the government policy. In Belgium, a Royal Decree (RD) or Royal Order () (Dutch), Arrêté Royal ( French), or Königlicher Erlass (German) is a federal governmental decree exercising legislation, or powers the legislature has delegated to the King as secondary legislation. Under the Constitution of Belgium, the King cannot act alone. While the monarch is vested with executive power, he is required to exercise it through his ministers. Hence, while Royal Orders are issued with the King's signature, they must be countersigned by a minister to be valid. The Verhofstadt I Government was the federal government of Belgium from 12 July 1999 to 12 July 2003. It was the first government headed by Prime Minister Guy Verhofstadt (VLD). It consisted of the Flemish Liberals and Democrats (VLD), the French-speaking Liberal Reformist Party (PRL), the Flemish Socialist Party (SP), the French-speaking Socialist Party (PS), the Flemish green party Agalev and the French-speaking green party Ecolo.
