Federación Universitaria De Buenos Aires
The Federación Universitaria de Buenos Aires ("Buenos Aires University Federation"; FUBA) is a federation of students' unions in the University of Buenos Aires (UBA). It was founded in 1909, and presently represents the over 300 thousand graduate students enrolled at UBA. It forms part of the Argentine University Federation, and is its largest member. The FUBA is made up of the thirteen students' unions ( es, centros de estudiantes) representing graduate students in the university's thirteen constituent Faculty (division), faculties. Its authorities are elected on a yearly basis through an assembly of elected delegates from each of the faculties, known as the Congress of the FUBA. Fernando De La Rúa
Fernando de la Rúa (15 September 19379 July 2019) was an Argentine politician and a member of the Radical Civic Union (UCR) political party who served as President of Argentina from 10 December 1999 to 21 December 2001. De la Rúa was born in Córdoba; he entered politics after graduating with a degree in law. He was elected senator in 1973 and unsuccessfully ran for the office of Vice President as Ricardo Balbín's running mate the same year. Quorum
A quorum is the minimum number of members of a deliberative assembly (a body that uses parliamentary procedure, such as a legislature) necessary to conduct the business of that group. According to ''Robert's Rules of Order Newly Revised'', the "requirement for a quorum is protection against totally unrepresentative action in the name of the body by an unduly small number of persons." In contrast, a plenum is a meeting of the full (or rarely nearly full) body. A body, or a meeting or vote of it, is quorate if a quorum is present (or casts valid votes). The term ''quorum'' is from a Middle English wording of the commission formerly issued to justices of the peace, derived from Latin ''quorum'', "of whom", genitive plural of ''qui'', "who". D'Hondt System
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. In general, exact proportionality is not possible because these divisions produce fractional numbers of seats. Itai Hagman (born 13 February 1983) is an Argentine economist and politician who has been a National Deputy elected in the City of Buenos Aires since 2019.
