The director of national intelligence (DNI) is a senior, cabinet-level United States government official, required by the Intelligence Reform and Terrorism Prevention Act of 2004 to serve as executive head of the United States Intelligence Community (IC) and to direct and oversee the National Intelligence Program (NIP). The legal or constitutional basis for executive orders has multiple sources. Such legislation originates as an Act of Congress passed by the United States Congress; such acts were either signed into law by the president or passed by Congress after a presidential veto. So, legislation is not the only source of regulations. There is also judge-made common law and constitutional law.
