Executive Order 10988 is a United States presidential executive order issued by President John F. Kennedy on January 17, 1962 that granted federal employees the right to collective bargaining Collective bargaining is a process of negotiation between employers and a group of employees aimed at agreements to regulate working salaries, working conditions, benefits, and other aspects of workers' compensation and rights for workers. Passage of the executive order forestalled the legislative Rhodes-Johnson Union Recognition bill, which would have given more power to federal employee unions, possibly creating a union shop arrangement. Executive Order 10988 was effectively replaced by President Richard Nixon's Executive Order 11491 in 1969. In ancient Roman religion and myth, Janus ( ; la, Ianvs ) is the god of beginnings, gates, transitions, time, duality, doorways, passages, frames, and endings. He is usually depicted as having two faces. The month of January is named for Janus (''Ianuarius'').
