European Union Council
The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. It is one of two legislative bodies and together with the European Parliament serves to amend and approve or veto the proposals of the European Commission, which holds the right of initiative. The Council of the European Union and the European Council are the only EU institutions that are explicitly intergovernmental, that is, forums whose attendees express and represent the position of their Member State's executive, be they ambassadors, ministers or heads of state/government. The Council meets in 10 different configurations of national ministers (one per state). The precise membership of these configurations varies according to the topic under consideration; for example, when discussing ...

European Union
The European Union (EU) is a supranational political and economic union of member states that are located primarily in Europe. The union has a total area of and an estimated total population of about 447million. The EU has often been described as a '' sui generis'' political entity (without precedent or comparison) combining the characteristics of both a federation and a confederation. Containing 5.8per cent of the world population in 2020, the EU generated a nominal gross domestic product (GDP) of around trillion in 2021, constituting approximately 18per cent of global nominal GDP. Additionally, all EU states but Bulgaria have a very high Human Development Index according to the United Nations Development Programme. Its cornerstone, the Customs Union, paved the way to establishing an internal single market based on standardised legal framework and legislation that applies in all member states in those matters, and only those matters, where the states have agreed to act ...

Legislature Of The European Union
The European Union adopts legislation through a variety of legislative procedures. The procedure used for a given legislative proposal depends on the policy area in question. Most legislation needs to be proposed by the European Commission and approved by the Council of the European Union and European Parliament to become law. Over the years the power of the European Parliament within the legislative process has been greatly increased from being limited to giving its non-binding opinion or excluded from the legislative process altogether, to participating equally with the Council in the legislative process. The power to amend the Treaties of the European Union, sometimes referred to as the Union's primary law, or even as its ''de facto'' constitution, is reserved to the member states and must be ratified by them in accordance with their respective constitutional requirements. An exception to this are so-called passerelle clauses in which the legislative procedure used for a ce ...

Europa (web Portal)
Europa is the official web portal of the European Union (EU), providing information on how the EU works, related news, events, publications and links to websites of institutions, agencies and other bodies. ''.europa.eu'' is also used as a common second level domain for the websites of the EU's bodies, for instance ''iss.europa.eu'' is the address of the Institute for Security Studies. Europa was first published in February 1995 at the G7 ministerial meeting on information society in Brussels. Originally designed for that specific event, the portal expanded rapidly and the European Commission decided to develop it into a general information resource, specialising in the work and domain of the EU's bodies. Laws and documents of major public interest are published in all 24 official EU languages. Documents that are not legally binding are usually published in the EU's institutional ''working languages''; English, French and German. Services Europa also offers other services su ...

High Representative
The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. The position was aggrandised by the Lisbon Treaty, which established its current title and powers, including a seat on the European Commission, and a chair of the council of EU foreign ministers. The first person to hold the full title of High Representative of the Union for Foreign Affairs and Security Policy, following the Lisbon Treaty, was Catherine Ashton. Following the Lisbon Treaty, the post is assisted by the European External Action Service (EEAS) that was set up in December 2010.Gateway to the European UnionEuropean External Axis Service– accessed 16 February 2011 Titles The formal tit ...

Foreign Affairs Council
The Foreign Affairs Council (FAC) is a configuration of the Council of the European Union that convenes once a month. Meetings bring together the foreign ministers of the member states. Ministers responsible for European affairs, defence, development or trade also participate depending on the items on agenda. The configuration is unique in that is chaired by the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) rather than the member state holding the presidency of the Council of the European Union; there is one exception, when the FAC meets in the configuration of ministers responsible for trade (FAC/Trade), with the presiding member state's minister chairing the meeting. At its sessions, the FAC deals with the whole of the EU's external action, including Common Foreign and Security Policy (CFSP), Common Security and Defence Policy (CSDP), foreign trade and development cooperation. A priority in recent years for the FAC, in cooperation with the Euro ...

European Commissioner
A European Commissioner is a member of the 27-member European Commission. Each member within the Commission holds a specific portfolio. The commission is led by the President of the European Commission. In simple terms they are the equivalent of government ministers. Appointment Commissioners are nominated by member states in consultation with the commission president, who then selects a team of commissioners. This team of nominees are then subject to hearings at the European Parliament, which questions them and then votes on their suitability as a whole. If members of the team are found to be inappropriate, the president must then reshuffle the team or request a new candidate from the member state or risk the whole commission being voted down. As parliament cannot vote against individual commissioners there is usually a compromise whereby the worst candidates are removed but minor objections are put aside, or dealt with by adjusting portfolios, so the commission can take offi ...

Common Agricultural Policy
The Common Agricultural Policy (CAP) is the agricultural policy of the European Union. It implements a system of agricultural subsidies and other programmes. It was introduced in 1962 and has since then undergone several changes to reduce the EEC budget cost (from 73% in 1985 to 37% in 2017) and consider rural development in its aims. It has, however, been criticised on the grounds of its cost and its environmental and humanitarian effects. Overview The CAP is often explained as the result of a political compromise between France and Germany: German industry would have access to the French market; in exchange, Germany would help pay for France's farmers. The CAP has always been a difficult area of EU policy to reform; it is a problem that began in the 1960s and one that has continued to the present, albeit less severely. Changes to the CAP are proposed by the European Commission, after a public consultation, which then sends its proposals to the Council and to the European Pa ...

Minister (government)
A minister is a politician who heads a ministry, making and implementing decisions on policies in conjunction with the other ministers. In some jurisdictions the head of government is also a minister and is designated the ‘prime minister’, ‘premier’, ‘chief minister’, ‘chancellor’ or other title. In Commonwealth realm jurisdictions which use the Westminster system of government, ministers are usually required to be members of one of the houses of Parliament or legislature, and are usually from the political party that controls a majority in the lower house of the legislature. In other jurisdictions—such as Belgium, Mexico, Netherlands, Philippines, Slovenia, and Nigeria—the holder of a cabinet-level post or other government official is not permitted to be a member of the legislature. Depending on the administrative arrangements in each jurisdiction, ministers are usually heads of a government department and members of the government's ministry, cabinet and p ...

Executive (government)
The Executive, also referred as the Executive branch or Executive power, is the term commonly used to describe that part of government which enforces the law, and has overall responsibility for the governance of a state. In political systems based on the separation of powers, such as the USA, government authority is distributed between several branches in order to prevent power being concentrated in the hands of a single person or group. To achieve this, each branch is subject to checks by the other two; in general, the role of the Legislature is to pass laws, which are then enforced by the Executive, and interpreted by the Judiciary. The Executive can be also be the source of certain types of law, such as a decree or executive order. In those that use fusion of powers, typically Parliamentary systems, the Executive forms the government and its members generally belong to the political party that controls the legislature or "Parliament". Since the Executive requires the suppor ...

European Council
The European Council (informally EUCO) is a collegiate body that defines the overall political direction and priorities of the European Union. It is composed of the heads of state or government of the EU member states, the President of the European Council, and the President of the European Commission. The High Representative of the Union for Foreign Affairs and Security Policy also takes part in its meetings. Established as an informal summit in 1975, the European Council was formalised as an institution in 2009 upon the commencement of the Treaty of Lisbon. Its current president is Charles Michel, former Prime Minister of Belgium. Scope While the European Council has no legislative power, it is a strategic (and crisis-solving) body that provides the union with general political directions and priorities, and acts as a collective presidency. The European Commission remains the sole initiator of legislation, but the European Council is able to provide an impetus to guid ...
