Dmitry Anatolyevich Medvedev ( rus, links=no, Дмитрий Анатольевич Медведев, p=ˈdmʲitrʲɪj ɐnɐˈtolʲjɪvʲɪtɕ mʲɪdˈvʲedʲɪf; born 14 September 1965) is a Russian politician who has been serving as the deputy chairman of the Security Council of Russia since 2020. Medvedev also served as the president of Russia between 2008 and 2012 and prime minister of Russia between 2012 and 2020. Medvedev was elected president in the 2008 election. He was regarded as more liberal than his predecessor, Vladimir Putin, who was also appointed prime minister during Medvedev's presidency. Medvedev's top agenda as president was a wide-ranging modernisation programme, aiming at modernising Russia's economy and society, and lessening the country's reliance on oil and gas. Treaty On Conventional Armed Forces In Europe
The original Treaty on Conventional Armed Forces in Europe (CFE) was negotiated and concluded during the last years of the Cold War and established comprehensive limits on key categories of conventional military equipment in Europe (from the Atlantic Ocean, Atlantic to the Ural Mountains, Urals) and mandated the destruction of excess weaponry. The treaty proposed equal limits for the two "groups of states-parties", the NATO, North Atlantic Treaty Organization (NATO) and the Warsaw Pact. In 2007, Russia "suspended" its participation in the treaty, and on 10 March 2015, citing NATO's ''de facto'' breach of the Treaty, Russia formally announced it was "completely" halting its participation in it as of the next day.
