European Citizens Initiative
The European Citizens' Initiative (ECI) is a European Union (EU) mechanism aimed at increasing direct democracy by enabling "EU citizens to participate directly in the development of EU policies", introduced with the Treaty of Lisbon in 2007. The initiative enables one million citizens of the European Union, who are nationals of at least seven member states, to call directly on the European Commission to propose a legal act (notably a Directive or Regulation) in an area where the member states have conferred powers onto the EU level. This right to request the commission to initiate a legislative proposal puts citizens on the same footing as the European Parliament and the European Council, who enjoy this right according to Articles 225 and 241 TFEU, respectively. The commission holds the right of initiative in the EThe first registered ECI, Fraternité 2020, was initiated on 9 May 2012 (Europe Day), although the first submitted ECI (but second registered) was One Single Tariff. ...

European Union
The European Union (EU) is a supranational political and economic union of member states that are located primarily in Europe. The union has a total area of and an estimated total population of about 447million. The EU has often been described as a '' sui generis'' political entity (without precedent or comparison) combining the characteristics of both a federation and a confederation. Containing 5.8per cent of the world population in 2020, the EU generated a nominal gross domestic product (GDP) of around trillion in 2021, constituting approximately 18per cent of global nominal GDP. Additionally, all EU states but Bulgaria have a very high Human Development Index according to the United Nations Development Programme. Its cornerstone, the Customs Union, paved the way to establishing an internal single market based on standardised legal framework and legislation that applies in all member states in those matters, and only those matters, where the states have agreed to act ...

Treaty Establishing A Constitution For Europe
The Treaty establishing a Constitution for Europe (TCE; commonly referred to as the European Constitution or as the Constitutional Treaty) was an unratified international treaty intended to create a consolidated constitution for the European Union (EU). It would have replaced the existing European Union treaties with a single text, given legal force to the Charter of Fundamental Rights, and expanded qualified majority voting into policy areas which had previously been decided by unanimity among member states. The Treaty was signed on 29 October 2004 by representatives of the then 25 member states of the European Union. It was later ratified by 18 member states, which included referendums endorsing it in Spain and Luxembourg. However, the rejection of the document by French and Dutch voters in May and June 2005 brought the ratification process to an end. Following a period of reflection, the Treaty of Lisbon was created to replace the Constitutional Treaty. This contained man ...

Federal Popular Initiative
In Switzerland, a popular initiative (German: ''Volksinitiative'', French: ''Initiative populaire'', Italian: ''Iniziativa popolare'', Romansh: ''Iniziativa dal pievel'') allows the people to suggest law on a national, cantonal, and municipal level. On a federal level it may only change the federal constitution, not propose an ordinary law. Along with the popular referendum and in some cantons recall elections, it is a form of direct democracy. History Popular initiatives were introduced as a tool at the federal level in the 1891 partial revision of the Swiss Federal Constitution. Between 1893 and 2014, out of a total of 192 federal initiatives put to the vote, 22 were successful. Another 73 were withdrawn, mostly in favour of a counter-proposal. The first successful initiative was the first ever launched, asking for "prohibition of slaughter without prior anesthesia" (ostensibly phrased as a matter of animal rights, but in practice directed against shechita in partic ...

Green Paper
In the United Kingdom, the Commonwealth countries, Hong Kong, the United States and the European Union, a green paper is a tentative government report and consultation document of policy proposals for debate and discussion. A green paper represents the best that the government can propose on the given issue, but, remaining uncommitted, it is able without loss of face to leave its final decision open until it has been able to consider the public reaction to it. Green papers may result in the production of a white paper. They may be seen as grey literature. Canada A green paper in Canada, like a white paper, is an official government document. Green papers tend to be statements not of policy already determined, but of propositions put before the whole nation for discussion. They are produced early in the policy-making process, while ministerial proposals are still being formulated. Many white papers in Canada have been, in effect, green papers, while at least one green paper—that ...

The Twenty-eighth Amendment of the Constitution (Treaty of Lisbon) Act 2009 (previously bill no. 49 of 2009) is an amendment of the Constitution of Ireland which permitted the state to ratify the Treaty of Lisbon of the European Union. It was approved by referendum on 2 October 2009 (sometimes known as the second Lisbon referendum). The amendment was approved by the Irish electorate by 67.1% to 32.9%, on a turnout of 59%. The successful referendum in 2009 represented a swing of 20.5% to the "Yes" side, from the result in 2008. Following the referendum, Dáil Éireann (the lower house of parliament) gave its approval to the Treaty on 8 October 2009. The President of Ireland Mary McAleese signed the amendment of the constitution into law on 15 October. These formalities having been conducted, the state ratified the treaty by depositing the ...

Referendum
A referendum (plural: referendums or less commonly referenda) is a direct vote by the electorate on a proposal, law, or political issue. This is in contrast to an issue being voted on by a representative. This may result in the adoption of a new policy or specific law, or the referendum may be only advisory. In some countries, it is synonymous with or commonly known by other names including plebiscite, votation, popular consultation, ballot question, ballot measure, or proposition. Some definitions of 'plebiscite' suggest it is a type of vote to change the constitution or government of a country. The word, 'referendum' is often a catchall, used for both legislative referrals and initiatives. Etymology 'Referendum' is the gerundive form of the Latin verb , literally "to carry back" (from the verb , "to bear, bring, carry" plus the inseparable prefix , here meaning "back"Marchant & Charles, Cassell's Latin Dictionary, 1928, p. 469.). As a gerundive is an adjective,A gerundiv ...
