Estonian Congress
The Congress of Estonia (Estonian: ''Eesti Kongress'') was an innovative grassroots parliament established in Estonia in 1990–1992 as a part of the process of regaining of independence from the Soviet Union. It also challenged the power and authority of the pre-existing quasi-parliament in the country, called the Supreme Soviet of the Estonian SSR, which had been imposed on Estonia after the Soviet invasion, occupation and illegal annexation of Estonia in 1940. The Congress of Estonia declared that it represented the highest authority on questions of Estonian statehood and citizenship, deriving this authority from the consent and initiative of the citizens of Estonia. The aim of the Congress was to restore Estonian independence based on the principle of '' legal continuity'', with the pre-1940 Republic of Estonia, which had been established in 1918, as the foundation.

Estonian ( ) is a Finnic language, written in the Latin script. It is the official language of Estonia and one of the official languages of the European Union, spoken natively by about 1.1 million people; 922,000 people in Estonia and 160,000 outside Estonia. The committees of correspondence were, prior to the outbreak of the American Revolutionary War, a collection of American political organizations that sought to coordinate opposition to British Parliament and, later, support for American independence. The brainchild of Samuel Adams, a Patriot from Boston, the committees sought to establish, through the writing of letters, an underground network of communication among Patriot leaders in the Thirteen Colonies. A propiska ( rus, пропи́ска, p=prɐˈpʲiskə, a=Ru-прописка.ogg, plural: ''propiski'') was both a residency permit and a migration-recording tool, used in the Russian Empire before 1917 and in the Soviet Union from the 1930s. Elections to the Supreme Soviet were held in the Estonian SSR on 18 March 1990.
