Ernst Brugger (10 March 1914, in Bellinzona – 20 June 1998) was a Swiss politician and member of the Swiss Federal Council (1969–1978). He was elected to the Federal Council on 10 December 1969 and handed over office on 31 January 1978. He was affiliated to the Free Democratic Party. Bellinzona ( , , Ticinese ; french: Bellinzone ; german: Bellenz ; rm, Blizuna )is a municipality, a historic Swiss town, and the capital of the canton of Ticino in Switzerland. The town is famous for its three castles (Castelgrande, Montebello, Sasso Corbaro) that have been UNESCO World Heritage Sites since 2000. Hans Schaffner (16 December 1908, in Interlaken – 26 November 2004 in Bern) was a Swiss politician and member of the Swiss Federal Council (1961–1970). He grew up as the son of Robert Schaffner, head judge in Interlaken, and Margaretha (born Abplanalp), a teacher. After his legal studies at the University of Bern he was made a court scribe at the supreme court of the Canton of Bern in 1934, and three years later, he married his wife Ruth Rudolf, a lawyer herself. He was elected to the Swiss Federal Council on 15 June 1961 and handed over office on 31 January 1970. He is affiliated to the Free Democratic Party. After receiving a degree in law, he entered the federal civil service as the head of the Division in charge of wartime economy (1941). The president of the Swiss Confederation, also known as the president of the Confederation or colloquially as the president of Switzerland, is the head of Switzerland's seven-member Federal Council, the country's executive branch. Elected by the Federal Assembly for one year, the officeholder chairs the meetings of the Federal Council and undertakes special representational duties. First among equals, the president of the Confederation has no powers over and above the other six councillors and continues to head the assigned department. Traditionally the duty rotates among the members in order of seniority; the vice president of the Federal Council assumes the presidency the year after the officeholder's tenure.
